Gulf Economic Zone Industrial Layout Of The Role Of Government

Although Gulf Economic Zone (short for"the North Bay Economic Zone") has a superior location, coastline, harbor resources, its industrial economy is still at an early stage in the past more than two decades after reform and opening up. The reason is that the unreasonable industry layout constraints its economic development. After the government approved the establishment of Gulf Economic Zone, although the State and Guangxi Government have made some corresponding planning and adjustment for its spatial layout and formulated some a series of industrial layout policy to guide the Guangxi government at various levels to make conduct reasonable industry spatial layout. However, there still exists industrial converge and unreasonable layout and orientation of ports, which is closely related to the government's role. Considering this, the present paper explores how to strengthen the government's role to solve the North Bay Economic Zone in Guangxi Industrial Distribution convergence, to achieve the northern Gulf Economic Zone in Guangxi optimization reasonable industrial layout.First, it proposes that the formation of the industrial distribution in North Bay Economic Zone in Guangxi has a close relationship with the government's role. Then it reviews related theories and researches at home and abroad. In the end, it analyzes the current Gulf Economic Zone status of spatial distribution industry, and discusses, in theory, the government's role in industrial distribution.Secondly, this article defines some related concepts. Then is adopts some related theories of industrial distribution and government's role to explore the underlying purpose of the economic area municipalities under the action of participants in the current industry distribution patterns of motivation is to seek access to large industrial value of the industry, short-term rapid investment in large projects and large infrastructure projects, thus making the rapid growth of its GDP. This motivation leads to direct intervention from the Guangxi government in the industrial spatial distribution, the industrial convergence, and the economic chaos and unreasonable difficulty of industrial layout in North Bay Economic Zone, from which we analyze the main behavioral factors behind industrial convergence, phenomenon and its root causes, thus exploring the strategies to achieve reasonable industrial layout by means of strengthening of the government's role. Here, the present research firstly provides an overview of the industrial layout of the North Bay Economic Zone, through which we explore the reasons for the industrial convergence and unreasonable location in the process of industrial distribution in the Economic Zone. Then it introduces the current situation of the government's role in industry spatial layout of the North Bay Economic Zone. Here, we will focus on how to solve the problems industrial convergence and chaos of industrial structure by means of strengthening the government's role.Finally, based on the successful experience of the government's role in industrial distribution at home and abroad, and through the analysis of the conflict of the economic zone, the author puts forward the measures to achieve the government's role in industrial distribution from the following aspects: to formulate the industry development planning and policy, to encourage the government to play a specific function in regulating the market order, and to constrain the power of the government.
