Under this background, in order to solve the traffic "the last kilometer" and vigorously develop "slow traffic", the Wuhan city put forward to public bicycle service system management mode of "the government leading, enterprise to undertake, social participation, market-oriented operation". "Wuhan Model" is completely market-oriented public service socialization mode, it has changed the tradition public service which is the government to buy service mode. In the first of the public bicycle project, the general public feeling to bring the convenience of the project, but in recent years the public bicycle operational management appear a series of problems. In 2014, Wuhan public bicycle project fall into a dilemma, facing paralysis. This paper, taking Wuhan public bicycle service system management mode as the theme, through literature reading, data collecting and other way to understand the operating history and current situation of Wuhan city public bicycle service system, analyzed the advantages and disadvantages of several kinds of operation mode of public bicycle, as well as the experiences can be drawn lessons from domestic and international successful cases, which further analysis the cause of the management dilemma of Wuhan city public bicycle service system. On this basis, combining with the grid-group culture theory analysis framework, discusses countermeasures of public service, put forward suggestions to Wuhan city public bicycle service system reform, to promote the reform of public bicycle project in Wuhan, so as to realize the convince of public transport services.
