Urban rail transit play a crucial role in easing urban traffic congestion, optimizing the layout of urban development, increasing land values along, promoting the sustainable development of urban, etc.However, the development of rail transportation is generally faced with the problem of shortage of construction funds, value-added benefits of land caused by rail transit didn't contribute to the sustainable development of rail transit due to the lack of value-added recycling mode.Therefore, studing on the operation mechanism of the rail transit financing which use the land value increment and trying to explore the rail transit financing model which is effective in China has important theoretical significance and application value.Accurately measure the land value increment caused by rail transit, find effective value-added recovery mode and control the key link of value-added distribution are the key points of rail transit financing through summary the theory of land value capture and several typical capture modes and its application. In view of the key points to implement value capture, firstly analyze the impact of urban rail transit in the value of land, calculate the site's sphere of influence with using rail traffic impact range model, measure the land value increment caused by rail transit quantitatively by hedonic model based on the influence scope, study the value-added benefit allocation between government and developers through establishing a game model,finally put forward the model of recycling value-added benefits-directional reserve land mode, study it's implementation process and control keys.These studies make the urban rail transit using land value-added financing from a kind of idea really into operable implementation plan, help to form a long-term return on investment mechanism of rail transit.Further research on relationship between rail transit and land value and study on the value distribution mechanism, this is the basis of exploring the rail transit financing mechanism with land value capture,the research has a certain value for the sustainable development of rail transit.
