Study On The Evaluation Of Low-carbon Economy Development Of Cities In China

The shortage of Chinese nature resources and climate change issues have become increasingly prominent, especially the haze phenomenon which has been paid more and more attention. The sustainable development of social economy and the normal life of the residents are facing hitherto and unknown challenges. The concept of low carbon economy was proposed in 2003. And it attracted the attention of the world, so the academic research was further developed. O n the other hand, C hina, as a developing country, is experiencing rapid urbanization. People need more infrastructures and services to meet the increasing scale of city expansion and population, which will lead to higher energy consumption and greenhouse gas emissions. Therefore, cities are the most potential field of reducing greenhouse gas emissions in China.This paper started from the connotation of low carbon economy, it studied the cities' low carbon index system, the evaluations and other related contents. It discovered that the Chinese or foreign researchers' researches on cities' low-carbon economy development which are the important sources of greenhouse gas emissions are not sufficient. And the researches mainly focus on the fast developed international cities not on the whole quantitative research. From the point of system theory, based on the system analysis of the connotation of low-carbon economy, this study constructs the evaluating indicator system of development of cities' low-carbon economy from the economy development stage, the level of low-carbon technology, the nature endowment a nd the low-carbon consumption pattern in 4 dimensions which is composed of 27 indicators. And it used to evaluate the cities' low-carbon economy development in China. This paper improves the calculation of carbon emission data effectively. According to the data of 45 C hinese cities in 2012, it integrates the calculation results of AHP and entropy method which based on the principle of statistics and Student's test to carry out empirical study of the development of low-carbon economy in 45 cities across the country. According to the results, it divides the 45 cities into 3 categories, low-carbon development city, medium-carbon development city and high-carbon development city. According to the development of low-carbon pilot cities, it puts forward the existing problems of the development of cities' low-carbon economy and offers corresponding policy proposal.
