Research On The Development Level Of Low Carbon Economy In Jinhua

In the background of global climate changes, with the rapid progress of reducing greenhouse gas emissions,the low carbon economy became the various countries' focuses. All countries had formulated their development strategies. Since 2004, China pays more and more attention to low carbon economy, formulated a series of goals, and take effective measures to realize them. Zhejiang province also pointed out to develop low carbon economy in the Twelfth Five-Plan in order to deal with climate change. So, in the face of development boom of low carbon economy at home and abroad, how does Jinhua constructing environment-friendly society, enhance low carbon economic development level become the focus of theory and practice.First of all, in terms of the analysis of the low carbon economy evaluation in domestic and foreign, this paper discusses the concept and connotations, establish the region's diamond-strecture system of low carbon economy. Refering to the related research achievements of the evaluation, persisting in the constructing principles of evaluation index, combining with the specific conditions of low carbon economy in Jinhua, based on the methed of Analytic Hierarchy Process(AHP) for evaluation index contructing theroy. Then take the six sub-systems and 26 specific indicators as the evaluation index system of low carbon economy development level in Jinhua.Secondly, depending on the comprehensive consideration of the advantages and disadvantages various empowerment, the research level of academic, the condition of study. Deciding to empower every index by means of Entropy Methed.Based on this, using the Weighted Fuzzy Clustering Analysis(WFCA) and by the virtue of SPSS 17.0 software to proceed fuzzy clustering analysis for every region's low carbon economy development level. Results show that the 8 regions'development level of low carbon economy can be divided into five categories, which respectively is technology shortcomings type, equilibrium high-carbon—developing type, equilibrium high-carbon—developed type, high-carbon industry type, high-carbon energy type. All types are high carbon economy, have serious problems. Muinicipal districts is technology shortcomings type; Wuyi and Pan'an are equilibrium high-carbon—developing type; Yongkang, Dongyang and Yiwu are equilibrium high-carbon—developed type; Pujiang is high-carbon industry type; Lanxi is high-carbon energy type.Thirdly, according to the domestic and foreign environment of low carbon economy and the development situation, development goals, development stage, development patterns, development emphasis of Jinhua's low carbon economy. Puts forward some development countermeasures of Jinhua's low carbon economy respectively view from low carbon energy, low carbon industry, low carbon technology, low carbon policy, low carbon society and carbon sink.Ultimately, summarizes this paper and points out that need further research question, such as the evaluation index system should be improveed; the research method should be more diversified; the definition high carbon, medium carbon, low carbon of region's low carbon economy should be in-depth studied; the correlation ship between the level of low carbon economy and the level of region's economic and social should further discussed.
