| With the progress of science and technology and the fast development in market economy, the enterprise could only compete in the field with their high competitive strength, while the quality control and cost control were the measuring standard for competitiveness. To manage project cost by modern method is getting more and more important.The Sichuan high density polyethylene (HDPE) project was used as a case study, the cost management procedure in China petroleum Jilin chemical engineering and construction (Jilin chemical engineering) was analyzed. The background information of the company was firstly introduced. Two-level (company organization and project leader) cost management method was employed in HDPE project, which has led to an inaccurate project budget; loose cost control over the project period and an uncompleted project cost auditing. The main reasons were then analyzed, which could be summarized as poor attitude towards cost management, lack of specialized experts in the company, unhealthy cost management structure and policy system and inefficient management methods. Finally, based on the cast study, the improved cost management methods for Jilin chemical engineering were proposed. In details, the company should improve their attitude toward cost management and introduce the expert as project cost manager; modify policy systems for data collection, quality control and examination, build up auditing and awarding system; set up a three-level management structure to bring the input from project workers directly into the cost control. By adopting the new technology and modern management methods, it was believed that the company could gain the competition strength and to achieve the economy goal.It was hoped the discussion in this thesis could bring the theory reference value and the practice significance to the other projects in the near future. And the methods mentioned could inspire and help others to deliver their projects successfully. |
