Study On The EPC General Contracting Management Of Petro China Sichuan Petrochemical Co., Ltd.

As we know, the petrochemical industry is very important in China's national economic and social development. However, the petrochemical industry is incompatible with the development of the western development strategy because the basic of the petrochemical industry was very weak and it's structure is lopsided. It is necessary to build a large-scale petrochemical project in southwest of China in order to be helpful for the western development strategy and the implementation of the national industrial structure adjustment. It is obvious that the petrochemical project in Sichuan Province is very important. Furthermore, the project is needed to provide engineer and correlative chemical products to rebuild Wenchuan which has been destroyed in the earthquake in 2008. Therefore, it is very necessary for the managers to use some advanced manage methods to finish the Sichuan petrochemical project.The Sichuan petrochemical project, which has been invested with 40,000,000,000 RMB, is the biggest petrochemical integration project in the single investment project of integration. It's installation is large- scale, it's technology is complex, it is difficult to control and it has a short period to finish it. As a new item, it is an exceptional difficult case in our history because it can not expect to rely on the old enterprises and there is no ready-made mode, no mature experience. It is a serious challenge for the project management of the petrochemical company.In order to increase the level of project management, Petrochina praised to exert the EPC general contracting mode in the Sichuan petrochemical project. Compared with the modes from developed countries, ours is still single and laggard although this project management mode has been applied for more than ten years. At the same time the research in the theory is relatively backward in China. In addition, human resources which has the appropriate professional qualifications of the project management is extremely rare. It is not consistent with our national construction projects for a total contract theory, practice, as well as the demand for high-quality talent. This article is aimed to rich the theory of general contracting, explore the new ways to carry out the general contracting through the research in the Sichuan petrochemical project.This article will research this project from these four areas:In the first part of this article, the important status and role of the petrochemical industry in China's economy will be studied. China's economy is in a stage of steady and rapid development and the demand for the petrochemical products is in a rapid growth. Because of the great potential of the products, the government has planned to build several large-scale oil refining and ethylene integrated devices to meet the growing domestic and the Sichuan petrochemical project is one important part of this plan. Something about the China's Petroleum Sichuan Petrochemical Co., Ltd will be introduced in this part also. As an important new petrochemical project in the "11th Five-Year Plan", it was established in July 13, 2007 and it has two parts, one is 10,000,000 tons / year refinery and another is 800,000 tons / year ethylene project. Sichuan petrochemical projects is very necessary and it will promote in implementing the national strategy of developing western China and building a socialist harmonious society. This project will run in early 2011 and will be accepted by the end of 2012 by the government. This part will introduce the meaning and the content of the article and establish a research point of view.In the second part of the article, the outline of EPC will be discussed. First, the concept and styles of the EPC will be introduced refers to the general contractor for the project, who is commissioned by the owners, contract the whole process or some stage of concept contract, for example, survey, design, procurement, construction, test (final acceptance), including a total turn-key contract , Design procurement construction general contracting, design and construction general contracting, design procurement and general contracting of the total procurement of construction contracts; in accordance with the contract for the project.This was followed by a comparison of the total domestic and international engineering contracting the status quo, with the existence of our country abroad, compared to the relatively large gap; re-introduced the petrochemical project EPC contractor's basic theory of the total. In this part, Sichuan Petrochemical EPC project management will be studied. First, the basic mode of operation of the Sichuan Petrochemical EPC project management is"IPMT + Management + EPC".The management of project organization is PMT (Integrated Project Management Team of the Joint Project Management Team mode), the mode EPC + (E + PC) + (E + P + C) is used in the implementation of project and EPC and E + PC is used mostly. This was followed by the discussion on the management of the EPC contractor of the total tender and bidding of the petrochemical project in Sichuan Province. The process of the inviting public bidding and the responsibilities of every departments will be definited and the superiority of management of bidding management also. Then, the total investment control, the composing of the investment will be definited and the function of the investment control will be analyzed. Finally, the total quality management of the petrochemical project in Sichuan EPC contractor will be investigated and quality objectives, quality management and the quality assurance system of the project will be introduced as well as ways to achieve these quality objectives and an analysis of the importance of successful completion total quality management in the EPC contract for construction will be praised.In the fourth part, the evaluation and suggestion of the Sichuan petrochina EPC project management have been done, the experiments and advantages and the problems and difficulties of the project management have been analyzed and some opinions and views will be put forward.In this paper, the exertion, the purpose we can achieve and the problems in the petrochemical project in Sichuan Province of the total EPC contract management will be discussed. The most important feature of this paper is to be able to explore the practical application of the EPC by combining the management of the petrochemical project in Sichuan Province. Thus it has a high value in practical applications. And it is also very good for me to have the chance to research in such a big project. At the same time, I find some issues which need further study and this will be my direction in further research.
