This thesis is on the basis of safety management match system support system construct of mine enterprise, to study of mine safety culture construction, discussing the related research results at home and abroad, based on the previous research which established the corresponding safety culture supporting system, setting up the mine safety culture measurement model based on balanced scorecard, according to the particularity about mine safety culture. Using the method of Neiman combined with proportion distribution to determine the sample size, using the analytic hierarchy process (AHP) to determine the weight of each evaluation index, combined with fuzzy comprehensive method to evaluate the measurement model of safety culture, and obtained the successfully application in Jinchuan Non-ferrous Metals Company. According to the result: through the establishment of the SMSC long-term safety production mechanism, and applies the balanced scorecard with it, which received good results, proved the feasibility and superiority of SMSC in mine safety culture construction.
