In the context of Internet,cloud computing and big data and other high-tech revolution,cross-border e-commerce comes into being at the proper moment.Affected by the global financial crisis,demands in the foreign trade are suffering widespread slowdown.However,the rise of cross-border e-commerce buffers the foreign trade market downturn.Accelerating the development of small and medium-sized enterprises can lay a solid foundation for the sustained and stable growth of the national economy.However,due to their own limitations,small and medium enterprises face high marketing and financing cost,information asymmetry and other problems over a long period of time.The development of cross-border e-commerce has brought a timely help to small and medium enterprises.Meanwhile new problems has also been generated.This paper discusses the requirements of trade facilitation for small and medium enterprises from two aspects: internal and external.On this basis,the author conducts qualitative analysis to explore the mechanism in which cross-border e-commerce application promotes the internal and external trade facilitation of SMEs,from the three aspects,the supply chain management,trade environment optimization and service platform construction.In addition,this paper uses the principal component analysis method to construct the level evaluation system of trade facilitation,so as to evaluate the degree of trade facilitation of the world's major countries in 2012-the key year of the cross-border e-commerce era.Besides,it also weights the key factors affecting the degree of trade facilitation,in order to find out the shortcomings of China's trade facilitation.It is an quantitative analysis of the impact of cross-border e-commerce on a country's trade facilitation.And then,the paper discusses the difficulties and problems that SMEs is encountering in the process to obtain trade facilitation.Accordingly,the author puts forward constructive suggestions and solutions from the government and enterprises view respectively,to help cross-border e-commerce develop better and faster,as well as help China's SMEs conquer the economic downturn and seek a new way out.
