Since twenty-first Century, the global population is rapidly aging. Endowmentinsurance as the one of social security is becoming more and more important. At thesame time, the current endowment insurance system has been more and morechallenge. Therefore, the reform of the endowment insurance has become the focusthat academia is discussing and every government also concerns.The Japanese endowment insurance construction starts very early. It hasachieved a "universal pension" target last century. Since entering the new century,with the "low birthrate and aging population" spread quickly, the Japaneseendowment insurance is facing a severe test. The Japanese government hadundertaken a series of reform. However, such as a long-term pension deficit,"generation gap" problems had never been solved.China will enter the aging society from2024to2026.The endowment insuranceproblem is becoming more and more highly valued for the government. Because ofsome historical reasons, the construction of Chinese endowment insurance system isstill facing many complicated problems. The reform of Chinese endowment insurancesystem has no ready-made model to follow, not only from the actual economic, socialenvironment and the courage to explore innovative, it is necessary to learn from theexperience of foreign countries for reference.At present, for one country, the population over60years old which is takingmore than30%of the total population, the only one is Japan. However, by2050thiskind of country will reach64. The whole world is in the face of ageing problem. Atleast in this century, all other countries will also have to face the aging problem whichJapan is bearing. Japan is not a special country, however leading all over the world inthe aging problem. At the meanwhile, the Japanese social system design and systemconstruction are also in the forefront of the times. The paper summarizes the right andwrong reform experiences of Japanese endowment insurance which based on the data.Also, it provides some valuable suggestions for the reform of Chinese endowmentinsurance system.
