Not only is not financial openness and supervision system perfect and financial institutions is less and service level is not sound, but also the policy environment is imperfect and a unified service system platform has not yet formed However, port shipping industry is a capital-intensive modern industry with advanced technical level, wide coverage, high capital intensity, and it was in urgent need of preferential policies and perfect financial service level support.
