Game Analysis On Related Interest Subjects Of China's Land Urbanized Process

With rapid development of economy,the Chinese urbanization process is accelerating.That the increasing number of cities and urban boundary extension of the formation have strong demand for land.In the process of Land urbanized,relevant stakeholders pursue maximum profit,which affect their behaviors.In this paper,the main factors influencing game such as land policy,government regulation,government roles,the degree of stakeholders grasping information were analyzed.Government is the key link among these problems and the most important factor in the game.Its multiple roles have a direct impact on the government's policies and behaviors,thus affecting the profit of other stakeholders.We will analyze the role of the government during different periods and in different locations,then figure out its affection on the game.We will construct a Three Sides Dynamic Game Model under of incomplete information to analyze the "buy" of land.The result shows that it is necessary for the central government to supervise land transactions and to protect the interests of farmers.Then we will construct a Three Sides Dynamic Game Model under of complete information to analyze the "Sale" of land.Using the Model,we analyze the influence of the "high salary",bribery different penalties,transparency of land transactions and other policies in the game,and measure the impact of the policy game.The results of two game shows that increasing levels of government supervision,improving punishment of bribery developers,"high salary" policy,perfecting local government administration system can effectively curb rent-seeking behavior and improve the efficiency of land urbanized and safeguard the interests of farmers.But separate implementation of a policy may be invalid.On the basis of analysis of the distribution system of land value-added benefits and of compensation system of land acquisition at this stage and the result of models,we think the Government should pay attention to the implementation of a comprehensive policy to improve the degree of participation of the whole society.Which can curb corruption and protect the interests of various stakeholders especially the interests of farmers.Then the land urbanized will be promoted orderly and we can meet the needs of urban development and maintain social fairness.
