Farmers Effective Participation And Benefit Evaluation Under The Dominant Mode Of Government And Farmers In Land Consolidation

Land consolidation is a powerful measure to ensure China's food security,co-ordinate urban and rural development,and build a new socialist countryside.It plays an important role in rural work.Farmers are the main beneficiaries and important participants in the land consolidation.During the National Twelfth Five-Year Plan period,Parts of the country put forward a new model of land consolidation.The effective participation degree of farmers under the 2 modes of government led and farmer led was different.Whether there was a difference in the efficiency of regulation Only through in-depth study and analysis can we find out the problems existing in the effective participation and efficiency of the farmers in the 2 modes,and put forward reasonable suggestions for the improvement of the land consolidation work.In this paper,2 farmers in the village of Weijia Fang and Xi Li village,Feicheng,were selected to carry out the model project area,and the similarconstruction time and type of the 2governments in Wang Zhuang Town and Shi Heng Town were selected.On the basis of the analysis of the connotation and work flow of the 2 models,the evaluation index system was constructed.The analytic hierarchy process and mathematical model were used to determine the effective participation of farmers in different land consolidation modes,the weights of remediation efficiency indicators and the comprehensive Cj.And the countermeasures and suggestions to improve the effective participation and efficiency of the farmers were put forward,so as to enrich and develop the land regulation theory and push the land regulation smoothly.The main research contents and conclusions are as follows:(1)The effective participation of farmers in different modes of implementation: on the basis of Thomas' s public participation decision model,5 dimensions of participation stage,participant,participation channel,participation ability and participation validity are constructed,and a total of 21 indexes were measured.The index weight was determined by entropy weight method.The result showed that the weight of participation stage is 0.6595,and the participation validity is 0.0683.The index which were greater than or equal to 0.05 was determined as an important index,and the 9 indexes,such as the opinion inquiry,the post construction management and the participation autonomy,were the important indexes.The comprehensive measure was carried out by TOPSIS,and the results showed that the farmers' effective participation under the farmer led mode was obviously higher than that of the government led model,and the comprehensive close degree was 0.62829 and 0.41196 respectively.The peasants' participation ability and participation validity were obviously higher than that of the government led mode.The participation channels and participants in the 2 modes were all poor,and the effective participation of farmers in the stage of participation was better.(2)The benefit evaluation of land regulation under different modes of implementation:on the basis of the analysis of the national land consolidation plan and the actual project area,the 3 dimensions of economic benefit,social benefit and ecological benefit were constructed,and a total of 15 indexes were measured.AHP and entropy weight were used to determine the index weight.The results showed that the social benefit(0.3580)> ecological efficiency(0.3220)> economic benefit(0.3201)which was achieved in the standard layer of the average investment per mu,and economic benefits(0.3554)> social benefits(0.3382)>ecological benefits(0.3064)in the average benefit of total investment.In the index layer,only the weight of cultivated land was added to more than 0.1.The comprehensive evaluation was carried out by TOPSIS,and the results showed that,under the benefit of the per mu investment,the farmers led model(0.56693)> the government led model(0.42668),and the government led model(0.47225)> farmers led model(0.45227)under the average benefit of the total investment.There was imbalance between the benefits of the 3 dimensions under the2 models.(3)To improve the effective participation and benefit of farmers in land renovation:through the comparative analysis of the effective participation and efficiency of farmers in the 2 modes,it is found that the main consciousness of the farmers' participation should be strengthened,the participation capacity needs to be improved and the participation channels should be widened in the process of land consolidation.There is a great relationship between entry,farmers' participation and new farmland.Therefore,in order to improve the effective participation and efficiency of land renovation farmers,in the future work,we should strengthen the main body status of farmers,enhance the consciousness of the main body of farmers' participation,improve the ability of farmers to participate,widen the farmers' participation channels and refine the way of participation,improve the investment of the economy,improve the participation of farmers,and increase the new cultivated land.
