The Study Of Financial Support For Industrial Transformation And Upgrading Of Jilin Province

Adjusting structure,promoting transformation is an important way and an inexhaustible motive force for a country or region to maintain economic development sustained and healthy,its important role in economic development has been proved by the history of economic development in many countries.As an essential factor for economic development,finance plays an important supporting role to promote industrial transformation and upgrading.A developed financial system,not only can finance the industrial transformation and upgrading,but also with functions of capital-oriented,credit catalysis,reveal information,risk prevention and others,to promote the Combination,and the implemention of industrial policy.As China's economy has entered the “New Normal” stage of development,Jilin Province must take the initiative to adjust the industrial structure,to achieve industrial transformation and upgrading as soon as possible,to adapt to the “New Normal”,so as to maintain the economic development sustainly and healthily.As an old industrial base that the secondary industry has dominated in the region economy for a long time,it is important to accelerate the transformation and upgrading of secondary industry of Jilin Province.Based on the theories of industrial transformation and upgrading and financial development,this paper revealed the mechanism of financial support to industrial transformation and upgrading,analyzed the secondary industry development status and financial support capacity in Jilin Province,summarized the effectiveness that Jilin Province developed financial sector to support the industrial transformation and upgrading,and pointed out that there are many issues currently in Jilin Province,such as a low level of financial development,a smaller fund scale,uneven development of financial format,irrational credit structure,low financial efficiency,lack of innovative capacity and financial environment needs to be further optimized etc.This paper also described the successful experience of financial support industrial transformation and upgrading in the United States,Japan and the Yangtze River Delta region,Xiangtan area,And pointed out that they provided useful inspiration for Jilin Province to develop the financial sector to support second industrial transformation and upgrading on the aspects of building a financial support system,how to deal with the relationship between government and the market,technology development and personnel training.Finally,according to the earlier study,integrating the present situation of financial development and the problems it faces in supporting the second industrial transformation and upgrading in Jilin Province,this paper offered some suggestions on developing financial sector to support the second industrial transformation and upgrading from the build of diversified financial system,the establishment of multi-level capital market,optimizing the financial environment,promoting the level of opening,encouraging financial innovation and improving the system of talents support.
