Under the background of our country's economy to enter the new normal, we have to implement innovation driven development strategy. Promote the international competitiveness through innovation has become the focus of the country and the enterprise. Our country is striving to build a national innovation system, which is based on the enterprise as the main body, the market as the guidance, the combination of production and research. With the adjustment of economic structure, the proportion of the third industry has increased, the service industry in China has become more and more important. The hotel, acts as a typical service, is the backbone of the service industry. It should conform to the new normal form of economy, enhance the innovation ability of employees and hotel service innovation, weaken or eliminate homogenization, improve service quality and core competitiveness of the hotel industry, together to create a new situation of everyone innovation.On the basis of a comprehensive analysis of a large number of documents,organization commitment is divided into three dimensions, which is affective commitment, continuous commitment and normative commitment. Employee innovation behavior is divided into two dimensions of generating and executing innovative ideas. Innovation self-efficacy into single dimension. At the same time,based on the analysis of literature data, put forward the hypothesis model of organizational commitment, innovation self-efficacy and employee's innovative behavior. This paper mainly taken in the form of a questionnaire survey, investigate the employees of nationwide star hotel. using statistical software of SPSS22.0 and AMOS22.0 for data processing, analysis the organizational commitment and creative self-efficacy influence on Employee Innovative behavior, and the regulatory role of creative self-efficiency in the relationship between organizational commitment and employee innovative behavior. Analysis results show that organizational commitment and its three dimensions has significant positive impact on the employee innovative behavior and its two dimensions; individual creative self-efficacy also has a significant positive effect on innovative behavior; individual creative self-efficacy sense a positive regulation of the relationship between organizational commitment and employee innovative behavior.According to the results of the data analysis, we can get some enlightenment onthe innovation behavior of the hotel. This paper puts forward some suggestions on the management of the hotel from two aspects of the organization and the individual. For the organizational level, to improve employee's affective commitment and continuance commitment, promote employee innovative structure thought and innovative behavior, it should build the innovation support of organizational environment, Strengthen the innovation support of equipment and resources needed,improve the innovation support of incentive mechanism, set up innovation support of training and allocation system. For the individual level, the hotel should find employees who has the innovation ability and potential through recruitment, training their innovation consciousness and new theory method, mobilize the initiative of employees, inspire the enthusiasm for innovation and potential of employees. At last,the paper also puts forward the problems in the research and the prospects of the future research.
