For modern enterprises, Performance appraisal is an important and general tool as a strongbox in a financial office, and can't be replaced while being used for managing enterprise operation and motivating employees. Especially for development zone with specialized functions and focused industry positions, performance appraisal has become an important method to stimulate employees' potential and raise endogenous power. But the managers of development zone committee are still confused by a question: Could the performance appraisal system make the same powerful effect to the development zone committee and its secondary unit, while the system is just built for the former one? To design and optimize the performance appraisal system of center, and make it a much more effective management tool to help promoting employees' qualities, and display the center's competitiveness, is the main purpose of this paper.In this paper, the theories and research status of performance appraisal ware told firstly. According to the result of questionnaire, the paper analyzed the situation of Innovation Service Center and its performance appraisal system, and find out three problems: The very subjective appraisal method, lack of independence, inappropriate appraisal indicators. After that, according to the strategic objectives of the center, the paper used questionnaire method, documentation method and diagram analyses method, to divide four dimensions of BSC: financial, customer, internal process,learning and development. Next, tools such as KPA, fishbone diagram, PDCA circulation ware used to extract KPI and a performance appraisal program. The paper also made an implementation plan for performance appraisal, and defined its frequency, pattern and scoring standard. The level of appraisal results and the way they used for ware also suggested. Then the paper described three supporting measures as organization, system and personnel, to make sure the performance appraisal system running successfully, At last, the paper suggested the implementation goals of performance appraisal system.The business incubators, as the second leg of entrepreneurship chain, are taking the mission of incubating outstanding entrepreneurs, and are also contributing to attracting investment for development zones. The paper discussed the optimization of center's performance appraisal system, in order to help center to improve itsincubating ability, service level and development potential from the employee rank.This will make a positive effect on promoting center's brand image, attraction,benefits of economy and society, local innovation and entrepreneurship, and the commercialization of research findings.
