The world today is in a transitional and shifting period. As China quickens its pace in economic and financial globalization, the world finance witnesses more uncertainties. Recently, foreign financial unrest are having greater influence on Chinese finance. At the same time, financial competition at home is becoming increasingly fierce. All these make human resource administration essential in bank development. In fact, it is basic, strategic or even decisive. Constructing high quality human resource is a decisive choice for Postal Savings Bank to improve its core-competitiveness so as to obtain an advantage in the unsteady financial environment and fierce financial competition.Nowadays, Chinese social economic environment is experiencing profound changes. At the same time, Postal Savings Bank is quickening its reform paces. At the end of 2015, Postal Savings Bank started a historical new page by successively introducing strategic investors. Standing on the new frontier, Postal Savings Bank proposed the goal of becoming an excellent listed bank. Judging from the present situation, it is not so difficult for the bank to become listed, but the bank is still far away from becoming an excellent one in many aspects. It require that Postal Savings Bank J branch go on to enhance the talent team and implement the strategy of strenthening the talent team construction.On the basis of studying previous researches and doing investigation,the thesis investigates problems of the J Branch of Postal Savings Bank of China on the construction of talents team by considering such aspects as talent structure, talent development scheme and talent assessment mechanism and so on, and explores as well as puts forwards suggestions on the improvement of the construction of talents by employing theories of human resources strategy, talents cultivation and assessment.According to the comprehensive analysis, J Branch of Postal Savings Bank of China mainly have such problems as low-quality personnel,unreasonable talents construction,inflexible recruiting mechanism,incomplete talents development system and insufficient team on managing talents.The thesis tries to provide several suggestions with the hope to help the J Branch of Postal Savings Bank of China to deal with new situations,tasks and requirements. The suggestions are as follows: embrace ideas of highlighting talents,deploy human resources rationally and efficiently, improve ways of hiring and choosing talents, strengthen the construction of talents cultivation system,improve talents assessment mechanism and strengthen the construction of talents team on different levels and different fields,so as to provide more talents for its development strategies and confrontment of new situations,missions and requirements.
