In recent years,with the construction project becomes larger and more complex,PMC model as a nanny project management mode gradually develops in China.The core idea of PMC model in the international practice is that the PMC contractor as agent of the owner take responsibility of all the construction management works and sign the agent contract with the subcontractors.However,the PMC model in China doesn't adopt the contract structure used in the international practice.In China,the PMC contractor's job only includes providing professional project management service to the owner without the right to sign the agent contract with the subcontractor.Therefore,the owner of construction project in China dose not have a international case to refer to for allocating the right between the owner and the PMC contractor.At present,in Chinese construction market,the level of trust between the owner and the PMC contractor is comparatively low,and the regulation for PMC is not sound,which lead the owner face a dilemma of empowerment to the PMC contractor.When the owner over empower the PMC contractor,if the PMC contractor takes opportunistic behavior,the owner will becomes a puppet and lose the control of the project.When the owner chooses to centralize the power,the PMC's right will be restrained and his enthusiasm will decrease,which is harmful for the PMC contractor's performance.The reason is that there is no standard frame of right allocation between the owner and PMC contractor academically and practically.The researches find that project governance theory is about how to improve the performance of project and require the equality of responsibility,duty and right,which can be used to deal with the mismatch of control right and task responsibility of PMC contractor under the bounded rationality.Therefore,the dissertation takes Pu Qian Bridge as sample to study the allocation of control right in PMC model in China based on the project governance theory,analyzes the basic traits of PMC model in China,the characteristics of control right allocation and the sustainable way for improving the control right allocation.The study includes the following three parts.First,the dissertation defines the PMC model in China based on literature review and case study.We get the conclusion of the traits of PMC model in international practice and PMA model in China based on the literature review,and compare that traits with the PMC model used in Pu Qian Bridge.According to the comparison,we find that the PMC model in Chin can be defined as a mediacy between PMC and PMA from the perspective of contract structure and contract content.Second,the dissertation empirically studies the control right allocation in the standard PMC model with empirical study methods.We use questionnaire survey and data analysis method to analyze the data from 87 questionnaires.We find the Chinese owner's basic cognition of right allocation scheme for PMC model.Third,the dissertation proposes three ways to improve the control right allocation for Pu Qian Bridge by comparing the control right allocation scheme in Pu Qian Bridge and the control right allocation in standard PMC model.We put forwards three ways for improving the control right allocation based on the principle of equality of responsibility and right.It is that reducing responsibility,increasing control right and reducing responsibility plus increasing control right.According to the trait of Pu Qian Bridge and the characteristics of the PMC contractor in the project,we propose the scheme for improving the control right allocation in Pu Qian Bridge,which provides the theoretical support for PMC project management.In conclusion,the dissertation studies the problem of mismatch of control right allocation and job responsibility in PMC model based on the project governance theory with the aim of helping the owner step out the dilemma of empowerment to the contractor.The dissertation uses the empirical study methods to analyze systematically the scheme of responsibility allocation and control right allocation in standard PMC model.Based on the theoretical study,we propose the ways and suggestions for improving the control right allocation in Pu Qian Bridge,which will provide a reference for usage of PMC model in China.
