The quality and safety of vegetables are related to not only the health and safety of consumers, but also the development of the whole enterprise and the income increase of farmers, and also the market competitiveness at home and abroad. In recent years, the development mode of vegetable industry is constantly improved, and the overall quality and safety level has been rising steadily. But here comes a series of events,such like "problematic cowpea "(2010, Hainan), "potato renovation"(2011, Qingdao), "formaldehyde cabbage"(2012, Hangzhou), " poisonous ginger"(2013, Weifang), " problematic baby cabbage "(2015, Liaocheng), etc. as well as the increasing export trade disputes brought huge economic losses to the farmers, businesses, and even the country. Vegetable quality and safety problem attracts the highly attention of the whole society.Vegetable producing and processing enterprises plays the core role in vegetable supply chain and has an important effect for the vegetables' quality. Therefore, based on the field research of Shandong province, this paper comprehensively uses the methods such as descriptive analysis, empirical analysis, structural analysis and case analysis to analyze the quality safety behavior of enterprise deeply and systematically. In order to reflect the current status of quality safety behavior of vegetable enterprises objectively and explain which ways should the enterprises to take to strengthen the quality and safety management, thus providing references and inspirations for agro-product enterprises.This paper is made up of seven chapters: The first two chapters introduce the introduction, concept definition and theory explanation separately. On the one hand, this part explains the research background and significance, and reviews the related literatures at home and abroad. On the other hand, it introduces the concepts of vegetables' quality and safety, vegetable producing and processing enterprises, good quality safety behavior of vegetable enterprises, and related theories of this paper. The third chapter to the fifth chapter is the analysis part of quality and safety behavior which is also the key content of the paper. Based on survey data of 103 typical vegetable enterprises of 12 cities of Shandong province, this part analyses the status quo and situation of vegetable safety of enterprises and their quality control system by using the descriptive analysis, confirms the major factors which influence the enterprises whether to implement good quality safety behavior by the Logit model, and then analyzes the relationship and structure of these major factors by using the interpretative structural modeling(ISM model). Chapter six introduces the successful experience and practices of quality and safety management of Shandong Mingli Specialized Vegetable Cooperative and Taian Taishan Asia Food Limited Company. The last chapter summarizes the whole paper and puts forward the suggestion for enterprises and questions for further research. Conclusions of this paper will help to enrich the research of vegetable quality and safety, meanwhile, it can provide references and inspiration for vegetable enterprises in promoting their implementation of good quality safety behavior.
