The Research On The Fiscal Support Of The Transformation Of The Jilin Province Industrial Structure

Since 12 th five-year plan,Jilin province takes the opportunity of the Country continuing supporting the development of the Northeast economy,to advance the construction of the ‘Changchun Jilin Tumen' area,to strengthen the international cooperation in northeast Asia area and to achieve the steady growth of the economy in a better way.With the advancement of industrialization and the constant improvement of the level of economic development,Jilin province has entered into the late period of the industrialization process.At this new developing stage,the tertiary industry will replace the secondary industry and become the dominant industry of the economic growth.However,the problem of the unreasonable industrial structure,the excessive reliance on the secondary industry and the insufficient growth of the emerging industry become apparent.In the face of the economic New Normal,besides the long-term deepening reform,the primary task of Jilin province is transformation of the industry.And the transformation of the industrial structure cannot separate from the support of the fiscal policy,and taking advantage of the fiscal support can accelerate the process of the transformation of the Jilin province industrial structure.This context based on the relevant theories,from the Jilin province industrial structure present situation,analyses the problems and reasons in the fiscal support of the transformation of the Jilin province industrial structure,determine the direction of the transformation of Jilin province industrial structure,which is based on the agriculture,oriented towards independent innovative technological industry,supported by the basic industry and manufacturing industry and focused on the Modern Service Industry.This context based on the data from 1994 to 2014,using the VAR model,the Granger causality test,co-integration test and Impulse response,analyses the influence of the fiscal support on the Jilin province industrial structure,and I can conclude that the fiscal support has the influence on the development of the primary industry,the secondary industry and the tertiary industry and it is a effective method to promote the transformation of the industrial structure.Finally,for the problem of the Jilin province fiscal support,I want to figure out some reasonable suggestions,to optimize the method of the fiscal support.
