Study On The Operation Mechanism Of The Linking System Between Urban And Rural Construction Land In Shanxi Province

Since the reform and opening up,China's economy has developed rapidly,the level of people's income has been increasing,and the level of urbanization has continued to rise.However,behind the booming economic landscape,governments in various regions are facing the dilemma of insufficient land for urban construction in their development.The rapid pace of urbanization is in contradiction with the tight supply of urban construction land.At the same time,China 's urban and rural population is constantly flowing and changing,and a large number of rural laborers are pouring into cities.On the one hand,it leads to a large amount of idle rural construction land such as rural housing sites and land for township and village enterprises,and on the other hand,it leads to tighter urban resources.Under this circumstance,the state has issued a policy to increase and decrease the land for urban and rural construction(hereinafter referred to as the increase and decrease link)policy to promote the effective allocation of land resources and alleviate the land supply and demand contradiction in the process of urban development in China.Under the background of various provinces applying for pilot projects to carry out the increase and decrease of urban and rural construction land,research on the operating mechanism of the increase and decrease of urban and rural construction land in Shanxi Province,the improvement of the system of increase and decrease of urban and rural construction land in Shanxi Province,to help Shanxi's sustainable economic development necessary.This paper uses inductive reasoning analysis,case comparison analysis,benefit and cost analysis,and a combination of qualitative analysis and quantitative analysis.First,it studies the connotation and evolution of the urban-rural construction land increase and decrease link system,and concludes the operation mode of the increase and decrease link system.That is,the production of linked indicators-the exchange of linked indicators-the use of linked indicators.On this basis,the research on the increase and decrease of the linked system in Shanxi Province is divided into two parts: the production of linked indicators and the exchange of linked indicators.The use of linked indicators is interspersed with the analysis of production and exchange.In the production part of the hook index,this paper analyzes the reclamation mechanism of waste mining areas in Shanxi Province under the link between the paid withdrawal mechanism of homestead and the increase and decrease mechanism.In land paid exit mechanism research,by using the theory of land rent,land development,analyzed the whole demolition,fixed with zero down the fixed mode,points out that the existing in the land reclamation of value determination,income distribution,given zero fixed,fixed value determination,determine the land ownership policy Suggestions,such as power of the land reclamation.In the reclamation of waste mining areas,the paper uses the theory of property right to analyze the difficulties of reclamation and the existing problems of property right,and provides the mechanism design of "use first,fill later",establishment of property right,establishment of market-oriented reclamation implementation mode,to promote the reclamation of waste mining areas.In the exchange part of the linked index,this paper analyzes the exchange mechanism of the non-poor areas of Shanxi Province and the trading mechanism of the linked savings index of the poor areas of Shanxi Province.Increase or decrease in the poor area in Shanxi Province pegged exchange mechanism by using property rights theory,externality theory,it is concluded that the poor area in Shanxi Province more index exchange price double track,income distribution,existing in the trading main body is fixed and other issues,put forward two rail and rail,step by step to establish property rights,expand the scope of mechanism design.In terms of the mechanism for trading surplus indicators linked to increase or decrease in poverty-stricken areas,we designed a mechanism for trading surplus indicators linked to increase or decrease in poverty-stricken areas through a combination of measures to reduce poverty by relocating people from inconveniently designated areas and industries,so as to facilitate targeted poverty alleviation.
