In the face of the complex and volatile economic situation, Henan Province put the industrial transfer as an important support of driving the growth of industrial economy. As a national important grain production and the food manufacturing bases, the development of the food industry in Henan Province provides a momentum of rapid growth. Food industry creates a line with their own development characteristics of industrial structure and advantages, and industrial clusters continue to appear, and industrial upgrading is gradually improving, and also the development of industrial transfer tends to be reasonable. With the relevant national strategy for the rise of Central Plains, the Central Plains Economic Zone construction filed and 2025 Henan action and implementation of manufacturing in China appearing, how to keep more efficient and sustainable development trend is an important subject in the present.This article introduces the competitiveness of food industry in Henan Province, and takes the Linying County food industry as an example to undertake SWOT analysis and comparison of data of the related enterprises in order to provide the formulation of government policy in the next step and provide a more reasonable path from accepting the point of view of food industry transfer.The first part is mainly about the analysis of the comprehensive competitiveness of the food industry in Henan province. As a pillar industry in Henan province, it maintains a growth of high speed situation, and the sales also increased year by year. In all high growth industry, food industry accounted for ratio of primacy, but in the opening degree, still less than the coastal provinces. Have a preliminary understanding of the general situation of industry of Henan Province. Through the diamond model, four elements of production factors are analyzed, including the analysis of Henan in natural resources and labor resources, location and transportation advantages and talent in the fields of technology and innovation is insufficient. By collecting policy documents and fixed investment, the government has increased its input in the food industry, but there are still some problems in the field of food safety.Then I put Linying County as a case, and use the SWOT analysis method as a starting point to analyze, provide a direction of Linying industrial transfer by way of SWOT matrix. Comparing the financial statement data of Qiaoqiao Food and Crayon two food enterprises, I make a quantitative comparison analysis and conclude that production of Crayon Food Company has more advantages in terms of costs and benefits than the original. The area advantages and labor advantage will help enterprises to improve their income for the transfer of industries, and it also provides a realistic basis.Throughout the above analysis, I put forward the specific countermeasures for the transfer of the food industry. First of all, it is crucial and important to improve the investment platform and system, and optimize the investment environment to meet the needs of the transfer of food industry. Secondly, we should strengthen the planning guidance to optimize the industrial structure and improve the development of food industry agglomeration economy. Again, accelerating the independent innovation and the introduction of the implementation of talent also benefit and boost food industry to upgrade. Finally, we should adhere to the preferred project, and insist on the introduction of leading enterprises, and promote scientific development of the food industry. All these provide a realistic path reference for the future government policy formulation.We have a clear understanding of Henan food industry by using diamond model, and then I narrow it down to a county. Through the county research visits and the SWOT analysis method, and we have the further understanding and it provides support and concrete countermeasures for the follow-up of Henan Province industrial transfer. As the industry's individual units, through the financial data analysis of the two food companies, Enterprises become the better evidence of the necessity of transfer of industry. From the entire province to a county and then to a specific enterprise, I describe the industrial transfer system from various angles. However, due to the limitations of the data, quantitative analysis is not enough, unfortunately, the model is not introduced to measure the relevant analysis, and these are the deficiencies of this paper. The next step is to increase the search for relevant data to broaden their thinking and horizons of industrial transfer research. I hope that by my efforts the discussion and research become more comprehensive.
