It is not only beneficial to accelerate the process of new-industrialization and urbanization, promote the coordinated development among regions, but also facilitates the eastern coastal region economic transformation and upgrading, optimization the industrial division pattern in the nationwide.Based on the review of the urban agglomeration, industrial transformation and such related theories, study situation, this paper, firstly, constructs the maturity evaluation indicator system of undertake industrial transfer on the basis of the former research, evaluates and analyzes the qualification to undertake industrial transfer of"3+5"urban agglomeration in Hunan province by the use of fuzzy hierarchy estimation method combines the data of investigate and survey. The analysis results show that the maturity level of"3+5"urban agglomeration to undertake industrial transfer belongs to the fourth level, already have the qualification to undertake industrial transference, can undertake corresponding industrial according to their own advantages.Secondly, according to the using domestic situation of Hunan province in recent years choose Guangdong, Zhejiang, Beijing, Fujian, Shanghai, Jiangsu four provinces and two municipalities as the industry transform out places represented. Then uses the static and dynamic regional industry gathered index determines the industries with transfer trend from the six provinces and municipalities. The result shows that the above six provinces and municipalities both have different degree of industrial transfer trend in industries.Finally, from the three aspects of the location advantage, the economic base, the industrial structure analyzes the location advantages of"3+5"urban agglomeration. Then based on in combination with related research achievements, respectively selects the former 15 superior industry with comparative advantages of"3+5"urban agglomeration and every city. Further according to the principle of rely on industrial advantage actively undertake related supporting industry, analyzes the choices of the"3+5"urban agglomeration and every city to undertake industrial transfer from the above six provinces and municipalities one by one. The analysis results show that the urban agglomerations and every city both have different undertake choices from the industries with transfer trend of the six provinces and municipalities, but the urban agglomeration overall undertake choice not simply equal to the eight cities'undertake choices.
