Today source consumption and environmental degradation are hot issue in the world. Along With the enhancement of people's awareness of environmental protection, how to reduce resource consumption and better environmental protection and environmental management has become the focus of attention. As an environmental management system, extended producer responsibility (EPR) has been widely applied and implemented. Due to the implementation of EPR has a strong national and industrial differences, therefore, it must be closely combined with the social economy of our country actual situation and specific characteristics of the industry, to explore ways and development modes of implementing the extended producer responsibility system in our country.Based on the theory of extended producer responsibility and predecessors' research, according to the development level of the automobile industry in our country and the current situation of scrap car recycling management, this paper uses life cycle assessment method to evaluate and analysis the biggest stage of energy consumption and environment influence of the automobile products. On this basis, combining with decision making trial and evaluation laboratory method, the paper establishes the Grey-DEMATEL obstacle factors model of influencing automobile production enterprises in implementing extended producer responsibility system, discusses the main obstacles and difficulties that automobile production enterprises are facing in establishing and running the EPR. This paper aims to improve the level of scrapped automobiles' recycling management and resource recovery, to achieve the improvement of environmental performance of whole life cycle of our country's automobile industry, to better promote and implement the EPR in China's automobile industry. The research results are useful to promote the automobile production enterprises, and other key stakeholders in the supply chain (recycling and dismantling enterprises, consumers, etc.) and government better define their roles and responsibilities in the implementing the producer extended responsibility system, and provide references for the government countermeasures and suggestions and the industry policy making.
