Research On Financing Environment Governance Of Small-Micro Enterprise:Based On The Multi-center Governance Theory

Small-micro enterprises are the basic cells of the Chinese economy, which have an irreplaceable role in the steady growth and promote employment. However, the impact of complex domestic and international economic environment on rising costs and shrinking orders, some of small and micro enterprises have even fall into the development bottleneck. Especially difficulties in financing have become the biggest bottleneck affecting its growth. According to the results of survey by a provincial government department, funding problems in the most important factors, nearly 56% of specific gravity, in the development of business, such as capital, technology, human resources, policies. Particularly important, the capital with its unique leverage effect plays an indispensable role on the development of small and micro enterprises. Funding problems will seriously prevent the development of small and microenterprises if they can't be solved effectively. Based on the current economic environment, how to provide effective governance on the financing environment of small and micro enterprises has become a hot and difficult problem of contemporary theorists.In this paper, based on multi-center governance theory, the paper sketched a theory of governance dimensions of small micro-enterprise financing:government dimension, the market dimension and the social dimension. Firstly, the paper analyzed the status of financing channels for small-micro enterprises, and systematically introduces the role of our government in the financing environmental governance of small and micro enterprises. Secondly, based on the government, the market and the social dimension, the paper gives the detailed discussion of the plight of the governance of small and micro enterprise financing and rational analysis of the corresponding plight reasons. Finally, based on multi-center governance theory, the paper explores some approaches for government in the financing environmental governance of small and micro enterprises. First, in view of the dimensionality of government, the government's role in the financing of small and micro enterprises, including the moderate government intervention and guidance; perfect credit guarantee system of small and micro enterprises; there are targeted support policies and measures to improve the small micro-enterprise financing; establishment of small and micro enterprises specialized financing services institutions; perfect for small and micro enterprise financing institutions to encourage policy. Second, the market dimension:the elements to improve the financing of small and micro enterprises, including:the need to own the healthy development of small and micro enterprises; moderate liberalization of market entry and exit mechanisms for small and micro enterprises financing service agencies; diversified financing channels; the interest rate market and to expand the range of interest rate fluctuations. Finally, in the view of social dimension, to play a bridging role in the financing, develop the intermediary service system, to create the favorable social conditions for small and micro enterprises' development, to guide and support funding, encourage the private financing to participation in the in the construction of the nonprofit foundation for small and micro enterprises. Encourage the construction of mutual aid organizations for the private financing, and give full play to the role of industry associations. Encourage the nonprofit foundation to provide much more professional guidance and support to small and micro enterprises, to enhance the enterprise management level and improve the quality of the enterprises operators.
