From 1970 s until now,the household appliances with steady development of social economy,and the progress of science?technology?improvement of life quality,people were not only widespread popularity increases,species is also more and more.At the same time,the household electrical appliance enterprises paid attention on the development of home appliance research and development?production?marketing and pre-market after-sales service,with their demand get bigger,waste is also become a problem that not allow to ignore slowly.Compared with the ordinary waste products,waste electrical recovery value is very high,here are a lot of recycling resources,such as nonferrous metal and some other valuable parts.But there are a lot of poisonous and harmful substances with renewable resources in a large amount of toxic together,and it is also huge if inappropriate disposal,it caused serious pollution to the environment and bad influence on society.In a recovery system,recycling station is the first link,and the choice of location is become the early stage of a core problem that reasonable and effective processing waste household electrical appliances.Such the social situation,and the era environment,based on the research of the existing location method,We found that,when we solve the problem of location selection,general method is most minimize the total cost of the target company,or let the profit maximization as the goal layer,and did not put the user's perspective,and make the user's position as the basis of considering problems.Therefore,in order to solving the problem of location selection conforms to the actual situation;improve the efficiency of the waste household appliances recycling.This paper reviews on the basis of relevant theories,will using the concept of bi-level programming,then let the location problem do practical both of recycling enterprise and the demand of recycling user,to achieve the double benefits with enterprises and users.This model was by recycling companies,achieve the objectives of recycling enterprises to minimize total cost,It's the upper target,the lower set the highest satisfaction and enthusiasm as the target,for people recycling the waste home appliance to the recycle stations' s.As a result,the bi-level programming model considering both the profit maximum of the recycling enterprise,and also can satisfy the needs of users in recycling behavior.By using the model,when enterprises choosing a new recycle stations,it provide relatively accurate alternatives,such as the location,service users covering,and the opening of totalnumber.With the real situation and the real data of one city as the background,make the model used in the real environment.Based on the model characteristics,and choose genetic algorithm,then using MATLAB7.1 programming to solve the model.Finally,realizes the site selection of the bi-level programming model,and provide a examples with real data,according to the analysis,verify the validity of the model,and the algorithm is effective.
