Research On The Application Of PPP Mode In Urban Community Home Care

With the implementation of the family planning policy in the 1970 s,while China's population growth rate has been effectively suppressed,it also accelerated the process of population aging.Ganzhou,as the largest prefecture-level administrative region of Jiangxi Province,entered the ranks of the aging of population in 2000,Zhanggong community of Ganzhou city center,the aging population degree is the highest in the city's 18 counties(cities,districts),at present,the over 60 elderly population is about 84.8 thousand,accounting for 17.75 percent of the total population,the elderly population has presented the trend of rapid growth in recent years,the annual average growth rate of 5 percent to 6 percent,which has brought tremendous challenge to the current aging cause.Based on the background,the community home care model has been put on the agenda and highly valued.In 2006,“Opinions on Accelerating the Development of Elderly Care Service Industry ” clearly pointed out that,“ China should gradually establish and complete elderly care service system by home care as the basis,community care as the support and institution care as supplement”.In 2013,Ganzhou initially established the idea,but the community home care as a new way of pension,is facing many problems in the process of development,such as insufficiency of capital investment,low quality in service.In order to relieve these problems in the community home care field,it is necessary to explore a new development mechanism and modality to develop urban community home care.PPP is short for Public-Private-Partnership.To provide public goods and services to society,public sector organizations and the private sector organizations sign the concession agreement and establish partnerships to share “benefits and risks”.PPP model has been widely and successfully used in the field of global public goods,and it also gradually extends to education,health care,health,affordable housing,elderly care service ect.Compared with the traditional mode,PPP mode can fully integrate and maximizely develop their respective advantages between public sector organizations and the private sector organizations,it effectively solves inadequate investment and lower quality of service problems in community home care.The paper base on the current situation of the development and problems existing in Zhanggong community home care,the author bring out the idea which introducePPP model to community home care,then through the aspects,such as good policy,a broad market and good operating basis and powerful partners,the thesis demonstrate its feasibility.To further verify the feasibility and necessity of the PPP model applied to community home care,the paper base on Zhanggong Community in Ganzhou,the analysis shows that the community home care with PPP is feasible,meanwhile,it provides a new construction and operation mode to community home care,and has a positive significance to promoting the healthy development of the community home care.
