Network of industrial can effectively integrate the production factors such as knowledge flow, information flow etc. as result in advancement of technology and improvement of production efficiency. Technological progress as result of industry clustering has become great driving force to improve competitiveness and achieve sustainable development of the industry. On the occasion of economic transition and cutting excessive industrial capacity in our country, studies on how Iron and Steel industry scientifically and effectively achieves technological progress and innovation have great significances. This paper researches network characteristics and influence on technological progress of iron and steel industrial agglomeration in Liaoning Province.After sorting out the relevant research literature, this paper analyzes theoretical mechanism by which industrial agglomeration influences technological progress from perspectives of knowledge spillover, cost-effect and competitive effect. Then this paper analyzes the status and main problems of agglomeration development of the steel industry in Liaoning. Agglomeration development of the steel industry in Liaoning in way of qualitative analysis shows typical features of complex networks. Based on associations of the enterprises on the steel industry chain and microcosmic data, this paper build agglomeration network model and analyzes characteristics of the network by degree distribution, clustering coefficient and minimum path length. Finally, with 2000--2014 steel industry data, this paper empirically examines the relationship between steel industrial agglomeration and technological progress in Liaoning and further examines the level of economic development interactively influences the effects of the technological progress of industrial agglomeration. According to research findings, suggestions on improving the degree of agglomeration of the steel industry, enhancing the level of network effects and agglomeration development, and promoting technological progress are proposed.The results show that the agglomeration network of iron and steel industry in Liaoning Province is a typical complex network in which there are large numbers of network nodes of various types, and relationships inside are complex while various factors influence each other. Based on the statistical characteristics of complex networks, this paper finds that iron and steel industrial agglomeration network in Liaoning Province has been a small world network with scale-free characteristic. However the collectivization extent of the Group of the nodes is not high and the network structure needs to be optimized. Empirical results show that agglomeration of iron and steel industry in Liaoning Province has significant positive impact on technological progress and the level of economic development significantly influences the effects of the technological progress of industrial agglomeration.
