Knowledge is the radical dynamic to promote technical level. In the 21st century, more and more scholars, enterprises and countries are concern on knowledge economy. High-tech industries gradually become the vital criteria to evaluate a nation's economic development persistently and reasonably. China's science and technology contribution ratio is only fifty-four point two percent, while in developed countries it has reached eighty percent, such as Japan, the US, from 2009 to 2014 years. But, in our country, the gap between the different provinces is large in high-tech industries and deeply mired in high investment with low efficiency. Therefore, it is necessary to reaserch this issue.For open the innovation performance of "black box". In the paper, the innovation process has two phases:research and development and industrialization of two phases. From static perspective and dynamic perspective, for analyzing the innovation performance of an innovation chain and two stages, using the chain network DEA model compared with ordinary. And study innovation chain and two stages of the total factor productivity and its decomposition by the Network DEA model. Meanwhile, with the DEA-Tobit model, it analyzes the mechanism of the seven key factors, such as the government support impact on the TFPC, TC, TEC.The main conclusions show as follows:Firstly, The root cause of low efficiency of technological innovation in China is a research and development phase of the PTE is invalid. Secondly, High efficiency research and development and industrialization in our country provinces are mainly concentrated in the eastern coastal areas. Finally, High and new technology industry average total factor productivity growth rate remained at forty percent, and the change of reason in TFP change is different.Research and analysis seven key factors for empirical analysis, results show as follows: Firstly, enterprise scale and market competition have positive correlation with high-tech industry innovation chain. Secondly, while, openness, enterprise support are negative. Secondly, enterprise scale, reform and openness, government support and enterprise subject is positive correlation with the efficiency of research and development. However, market competition and the combined tax rate are negative.Policy recommendations:Firstly, focus on raising TE in high-tech at R&D stage, and scale returns of Midwest provinces. Secondly, high-tech industry need enhance the independent innovation ability and abandon the imitation innovation. Thirdly, reform could not simple and crude type reform but to step by step. Finally, the features of high-tech industry and tax elasticity should be comprehensive considering.
