| High-tech industry has the characteristics of low energy consumption,high added value and high technology conversion rate,which plays a strong driving role in regional economic development and has important social significance.However,as a knowledge and technology intensive high-tech industry,it also has the characteristics of high difficulty in developing key technologies,large investment demand and long return cycle.The development of high-tech industry is both an opportunity and a challenge for regional development.While the high-tech industry in Inner Mongolia Autonomous region is in the process of development,it also embraces its own opportunities.The Hohhot,Baotou and Ordos City Group,the main innovation region of the vast and energy-rich Inner Mongolia Autonomous region,is geographically close to Beijing,the capital of the national innovation core region,which has geographical advantages of industrial undertaking that most provinces do not have.The opening of the Beijing-Baotou high-speed railway at the end of 2019 further promoted the exchange of talents and resources between Beijing and the Inner Mongolia Autonomous Region,accelerated the pace of industrial undertaking and transfer,and promoted the development of high-tech industries in Inner Mongolia.Under the new situation of economic development,it is of great significance to improve the innovation ability as the key core and important driving force of the high-tech industry in Inner Mongolia,promote the economic construction in the region and improve the level of modern economic development.Therefore,this paper analyzes the current situation of the innovation efficiency and innovation ability of the high-tech industry in Inner Mongolia and analyzes the current development obstacles.On this basis,it puts forward the countermeasures to improve Inner Mongolia high-tech industry innovation efficiency and innovation ability.First of all,this paper defines the specific connotation of high-tech industry and innovation ability on the basis of literature review,defines the subject and object of research,and provides multi-dimensional theoretical support for this paper based on Marxist discourse on science and technology,innovation theory and industrial organization theory.Secondly,the comprehensive development status of Inner Mongolia’s high-tech industry is summarized from different perspectives of the overall development of high-tech industry and specific industries,such as electronic and communication equipment manufacturing and pharmaceutical manufacturing.On this basis,the longitudinal comparison of time series and the horizontal comparison of the national index ranking of Inner Mongolia’s high-tech industry are used to conduct multidimensional analysis and summarize the development course of Inner Mongolia’s high-tech industry.Then,from the perspective of the overall development of high-tech industry and four sub-industries of high-tech industry,the statistical analysis method is used to analyze the innovation ability of high-tech industry from different perspectives.Then,the data envelopment model is used to calculate the innovation of Inner Mongolia’s high-tech industry and compare it with other western provinces except Tibet Autonomous Region.In the latter part,a comprehensive evaluation of innovation score is carried out according to the entropy method from different perspectives of the three first-level indexes of innovation environment support ability,innovation input ability and innovation output ability.The following conclusions are drawn from the research paper: First,the policies and industrial competition environment of the high-tech industry in Inner Mongolia Autonomous Region have certain obstacles to its innovation efficiency,and the government support is insufficient to adjust the policies and market structure of the high-tech industry.The high-tech industry of Inner Mongolia Autonomous Region has achieved absolute development,but it is still in a relatively backward position compared with the overall development of the national high-tech industry,and the industrial development is still weak.The pillar industries and innovation activities in Inner Mongolia’s high-tech industry are mainly distributed in industries.Pharmaceutical manufacturing and electronic and communication equipment manufacturing do not occupy a dominant position in the national development.Third,Inner Mongolia’s high-tech industry is not closely connected with colleges and universities,and colleges and universities have insufficient capital and manpower for research and development.Fourth,The connectivity of Inner Mongolia’s high-tech industry innovation platform to various subjects is not yet perfect and needs to be improved.Finally,the paper summarizes and analyzes the analysis and proposes feasible measures to improve the development of high-tech industry innovation ability in Inner Mongolia.From the different perspectives of the government,enterprises,universities and research and development platforms,the paper puts forward suggestions based on the specific situation of the development of high-tech industry in Inner Mongolia Autonomous region,hoping to provide some reference for the introduction of policies to improve the innovation ability of high-tech industry in Inner Mongolia. |
