With the shortage of urban construction land, and the low utilization rate of rural construction land, the policy of increase urban construction land and decrease rural construction land linked came into being. In the vigorous development of the new urbanization, the increase of urban construction land to the decrease of rural construction land linking projects blossom everywhere, however in the project implementation process, to appeal to the masses, mass incidents as the feature of social contradictions become more and more become the focus of the work of the government and the difficulty of social concern.The increase of urban construction sites to the decrease of rural construction sites linking project's social stability risks will not only affect the smooth implementation of the project, but also pose a threat to the regional social harmony and stability in order.How to avoid because of the increase of urban construction land to the decrease of rural construction land linking project's construction to cause the phenomenon of social stability and social disharmony, to create a good social environment, and ultimately achieve the goal that the increase of urban construction land to the decrease of rural construction land linking project for the benefit of society, has become an important research topic in the field of this kind of project decisioa Currently,most of the researches on social stability risk assessment focus on the social stability risks of investment projects, construction projects, land and housing projects,few studies involve the social stability risk of the increase urban construction land and decrease rural construction land linking project, this issue has not been enough attention. How to scientifically assess the social stability risk of the increase urban construction land and decrease rural construction land linking project,to ensure the social stability of the increase urban construction land and decrease rural construction land linking project implementation, we must attach great importance to the problem. At present, the research on the social stability risk of the increase urban construction land and decrease rural construction land linking project is less,and it is still in the initial stage,which has not yet formed a systematic evaluation method for the assessment of the social stability risk of increase urban construction land and decrease rural construction land linking project. Given the qualitative analysis method has greater subjectivity, this paper selects comprehensive evaluation method based on cloud model, used in evaluation of social stability risk assessment of the increase urban construction land and decrease rural construction land linking project,through using the uncertainty artificial intelligence,it maximizes the retention of the risk assessment of the inherent ambiguity and uncertainty, making the results of the comprehensive evaluation closer to the real, and strives to carry out a number of innovative research in this regard.On the basis of the results of the reference to the literature, this paper first analyzes the status and development trend of domestic and foreign research. The second chapter defines the related concepts,such as the increase of urban construction sites to the decrease of rural construction sites linking project, risk and risk assessment, social stability risk, the increase urban construction land and decrease rural construction land linking project social stability risk assessment, clear research object in essence is the foundation of the further analysis. Combing theories, analyzes and compares the methods that commonly used in risk assessment as AHP, neural network method and fuzzy comprehensive. In view of the disadvantages of above three methods, explore fuzzy evaluation method based on cloud model, and expounds the cloud theory. The third chapter from the project approval and setting stage, the investigation and evaluation stage, the relocation compensation stage and the implementation stage of the four aspects of the increase urban construction land and decrease rural construction land linking project of social stability risk identification and analysis. The fourth chapter expounds and analyzes the risk factors analysis of increase urban construction land and decrease rural construction land linking project of social stability, and constructs the social stability risk assessment index system, including index system establishment of principle, hierarchical framework, establishing evaluation model, the division level five parts. The fifth chapter by the example of social stability risk assessment of the increase urban construction land and decrease rural construction land linking project in Pukou District Q street, confirms the theoretical feasibility and operability, the cloud model is applied to the example, adopt cloud weights to determine the weights of all indicators, through the cloud computing, to transform it into the actual cloud model, using Matlab software operation and draw normality cloud of the evaluation result, compares the similarity with the standard cloud model to determine the most similar reviews cloud, and final completion of an evaluation of social stability risk of the increase of increase urban construction land and decrease rural construction land linking project in pu kou District Q street. The results rated "low risk". Finally, proposing effective counter measures and suggestions from the perspective of the final judgment, the index weight distribution and the single factor.
