Study On The Problems And Countermeasures Of Linking The Increase And Decrease Of Urban And Rural Construction Land Under The Background Of Rural Revitalization

In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping first proposed the implementation of the Rural Revitalization Strategy,and clearly pointed out the five general requirements for Rural Revitalization: industrial prosperity,ecological livability,rural civilization,effective governance,and rich life.The key elements of Rural Revitalization are "money,land,and people",while the policy of linking the increase and decrease of urban and rural construction land is to raise construction funds,provide factor guarantee It plays a great role in promoting capital to the countryside.Based on the perspective of rural revitalization,this paper takes the project of linking the increase and decrease of urban and rural construction land in Township x as the research object,and studies the effect and existing problems of the project of linking urban and rural construction land to promote rural revitalization.This paper comprehensively uses a variety of research methods including literature analysis,interview method,questionnaire survey method,case analysis method,etc.,and uses sustainable development theory and equity theory to analyze the project of linking the increase and decrease of urban and rural construction land in X rural areas.The linkage between the increase and decrease of urban and rural construction land has achieved good results in promoting ecological livability and effective governance of rural revitalization,but there are still problems that excessive grabbing of construction land indicators leads to weak industrial quality and efficiency improvement and the effect of promoting the prosperity of the masses,mainly because the increase and decrease linkage policy is oriented to the city,the lack of relevant industrial supporting policies and the imperfect protection mechanism of farmers’ rights and interests,and countermeasures such as changing the policy goal orientation,embedding industrial supporting policies and improving the protection mechanism of farmers’ rights and interests are put forward in a targeted manner.It is expected that the research in this paper will provide ideas for the implementation of the linkage project of urban and rural construction land in other regions in the future.
