With the urbanization process accelerating in China, the urban construction land scales as large as it needs and the lacking of limited backup cultivated land, intensified the supply and demand contradictory of land resource. At the same time the waste of land in the process of urban land’s rapid expansion is serious, the phenomenon of low intension degree status are universal exist, especially the rural residential land where enormous potential exists. The linking the increase and decrease for urban and rural construction land policy means a lot to the vacant rural construction land developing and release the pressure of the urban construction land extending. Now, China has been impelling the pilot linking the increase and decrease for urban and rural construction land, the study on linking the increase and decrease for urban and rural construction land theory and practicing research is important to improve the distribution of land revenue, optimize the structure of urban and rural land use and promote coordinated development between urban area and rural area.This study is a case study of Jiangling county, Hubei province. Based on the existing statistical data, theoretical potential of rural residential land consolidation is expected on the basis of the population and the urbanization rate. With field research on the study area of rural settlements, analyze the differences among rural township land use and socio-economic development, thus estimates the actual potential of the project linking the increase and decrease for urban and rural construction land which can be implemented in the planning period(2010-2020). At last, based on the entire-array-polygon evaluation model of the ecological evaluation, partition the urban and rural construction sites linked to the project, and draw up the planning scheme of the joint projects. In the specific course of the study, we can get the conclusions as following:(1) In the study area, the acreage of the per capita rural residential land area is up to243.76square meters, part of the towns, the per capita rural residential land is over300square meters. Through the implement of the linking the increase and decrease for urban and rural construction land project, the scale of rural residential land is986.67hectares, the size of the demolition population resettlement area is211.76hectares, and the acreage of the arable land can be achieved674.29hectares. It has a large potential for linking the increase and decrease for urban and rural construction land.(2)Based on the entire-array-polygon evaluation model, it’s simple to partition the project area of the linking the increase and decrease for urban and rural construction land. Meanwhile, the results contain single index and aggregative indicator. Besides, this model derived visualization result which helped a lot on partition research.(3)Partitioning the project of linking the increase and decrease for urban and rural construction land in study area by using entire-array-polygon evaluation model, we can acknowledge the advantages and disadvantages of the project in different areas, which can contribute to the scientific guidance of project’s implementation plan. The result shows that Jiangling county can promote the appropriate dismantling old area(Shagang Town, Majiazhai Town) and appropriate building new area(Zishi Town, Puji Town, Qinshi Town) and appropriate financing area (Xionghe Town, Baimasi Town, Liuheyuan Farm)to linkage. Making full use of the advantage resources of each villages and towns, promoting the project of linking the increase and decrease for urban and rural construction land more efficiently.Therefore, in order to deploy he linking the increase and decrease for urban and rural construction land better, the government should attach great importance to the linking the increase and decrease for urban and rural construction land planning, based on the regional advantages, partitioning the project area, allocate land resources rationally. Secondly, the government should reform the policy boldly, innovate the management mechanism of linking the increase and decrease for urban and rural construction land work, implement the project by region linkage. Thirdly, the linking the increase and decrease for urban and rural construction land should be more publicity to encourage the public get involved in the linking-project.
