This research is based on the conditions of climate change, transformation of human civilization development, globalization and international game carbon politics, carbon management,the basic background of urbanization and city. At present, China's GDP surpassed Japan as the world's second largest economy, high on the world, but carbon dioxide emissions per capita carbon emissions are close to or equal to the per capita emissions, in response to climate change and achieve scientific development, China is facing great challenges. Long high input, high consumption, high pollution and low efficiency of the pattern of economic growth has not the following. Climate change has become the world's common topic nowadays, global warming is human facing big challenges of the 21 st century. Studies have shown that human production and living of consume large amounts of carbon dioxide produced by fossil fuels is contributing to climate warming, coal oil and other energy energy become the leading cause of severe climate change. Under such conditions, low carbon cities is imminent, lowcarbon city construction is the most important factors in high carbon energy of low carbon and the enrichment of low carbon energy, on the premise of this, a good guidance, a scientific index system is very important.In this paper, based on the research of the low carbon city development at home and abroad, analysis the energy low carbonization of concrete path of development, the establishment of the scientific and reasonable evaluation indexes of urban energy structure low carbon, and build a perfect system structure. To build a scientific evaluation index system of low carbon low carbon urban energy structure is of great significance, first, to lead the future specific direction of low carbon city development. Second, to provide ideas for low carbon city economic and social development. Third, objective evaluation to low carbon low carbon energy level of the city. Fourth, can effectively promote the local government management innovation. Selection of evaluation indexes should be adapted to the national bureau of statistics statistical method, the basis, verifiable, comparable, traceability, become the focus of the construction of low carbon pilot cities of leading indicators. New scientific evaluation index structure, distinct. Finally, set up three dimensions indicators, including comprehensive energy, fossil energy, low carbon energy indexes, which includes 15 sub indexes.Finally, using the above index to make an empirical analysis of the eight low carbon pilot cities, and it is concluded that the low carbon city low carbon energy structure optimization and adjustment of policy recommendations.
