With the economy continuous develop,technology and function improves lead to the number of WEEE is increasing every year,but WEEE containing hazardous substances,they are a major source of environment pollution,if they are not properly managed,it possible have impact on human beings living environment and health.In recent years,many developed countries the introduction of EPR(Extended Producer Responsibility)system,our country also develop a " waste electrical and electronic product recycling regulations",while the effective of the recycling and processing of WEEE depending on reverse logistics network.This paper takes Anhui province' waste refrigerator recycling as an example,by use of quantitative analysis,qualitative analysis and empirical research method for research,designs a network of WEEE reverse logistics with carbon emissions caps constraints,carbon taxes constraints and carbon emissions trading constraints,considers a ll a bout environmental i nvestment de cision,network s election and pa th selection and s o on,targets a t m inimizing t he t otal operating costs a nd c arbon emissions,bui lds multi-products a nd bi-objectives mixed integer pr ogramming models,And analyzes three carbon emission constraints empirical results,then get the result: When using carbon emissions cap constraints has the most obvious effect on reduce carbon emissions of entire reverse logistics network;When using carbon taxes constraints has the most obvious effect on increase profits of entire reverse logistics network;When using carbon emissions trading constraints allows enterprise to be more flexible in operation,and more balanced of carbon emissions and profit consideration.Further it proves the validate of the model built under carbon constraints is an important way to achieve efficiency of resource recycling,has important significance of waste WEEE recycling activity and achieve sustainable economic development.Enterprises can based on past carbon emissions choose the appropriate carbon constraints measures,for enterprises to make the decision of developing the practice of recycling WEEE provide a scientific basis.Finally,t he pa per c oncludes the research a nd p resents the prospect o f th is to pic in further study.
