Resource allocation is one of the focal and difficult points of economics research.Today, the new period of transformation of economic and social development happening in China, economic growth rely more on the efficiency of resource use, rather than the increase of resource inputs.Cultivated lands, essential resources and environment factors of agricultural economic growth, sustainable uses of and enhance of resource allocation efficiency of which do great benefits to economy growth and food security.Yunnan is a typical mountainous province in China's south frontier, the unique geographical environment of which determines that the ecological environment is very fragile and the overall agricultural production condition is quite poor.Economic and social development and urbanization process speeding up the declining of high quality cultivated lands, further aggravated the contradiction between people and land in mountainous province. It is the inevitable choice of Yunnan to promote the agricultural growth through enhance of cultivated lands use efficiency under the limited resources.Based on the background mentioned above, this study selected the cultivated land use efficiency of Yunnan as a research object, collecting basic data including data of cultivated land, data of agricultural production and social economic statistics, revealed the temporal and spatial evolution trend and analyzed the influencing factors from 2009 to 2013 which was the period after the second land survey.Concretely, this study estimated the cultivated land use efficiency of all cities in Yunnan and summarized the changing characters firstly, revealed the spatial pattern and evolution trend with Theil index,Gini coefficient, and ESDA related analysis techniques, and analyzed the influencing factors from aspects of economic development level, ecological and environmental problems, agricultural development status, capacity of resilience to agricultural disasters, the quantity and quality of cultivated land resources by constructing economic models. Results showed that:(1)the average degree of cultivated land production efficiency of Yunnan is 0.4484,showing an upward trend, but was not high as a whole, which meant the potential to ascend was large.(2)The overall difference of cultivated land use efficiency in Yunnan was obvious, presenting a spatial pattern decreased from southwest to northeast. The high value of land use efficiency mainly distributing in the valley area in southwest Yunnan, the plateau area in central Yunnan taking the second place, the alp gorge area in northwest Yunnan and Karst landform areas in southeast Yunnan were comparatively low.(3)Cities of Yunnan showed upward trends in different degrees, especially low value areas which increased obviously, narrowing the gap with high value areas.(4)The influences of cultivated land use efficiency in Yunnan were complicated and various.Agricultural productive conditions were greatly influenced at the major grain producing areas in middle and southwest of Yunnan, such as quality of land resources and anti-disaster ability, but the east of Yunnan was mainly affected by ecological environment and socio-economic factors. The northwest of Yunnan was influenced by combined impacts of quality of cultivated land resources and economic conditions.Based on the research above, the study put forward countermeasures to improve the efficiency in Yunnan province.
