Fifth Plenary Session of the Party's Eighteenth Conference came up with new objectives and requirements — to build a moderately prosperous society:Under the current standards in China,we must help rural poverty population and Poverty-stricken counties get rid of poverty,figure out solutions to regional poverty. This requires that we must pay attention to and study counties in poverty problem. State-level counties is determined according to certain standards and these standards are adjusted with economic and social development. As one of the state-level counties,Wei County possesses the general characteristics of poverty-stricken counties. Analyzing of the status helps us to know the basis of social development and the status. Meanwhile, as state-level poverty-stricken county, Wei County has also made efforts in poverty to get rich, and obtained some achievements. However, it lacks in natural resources, infrastructure and policies, decisions exist some problems, the effect of poverty is limited and cannot absolutely get rich. Investigate its reasons, is caused by mainly natural conditions, history and ideology,factors such as policy and system. To get rich must insist on seeking truth from facts, people-oriented, harmonious development and green development as the basic principles. By adopting continuing deepen reform, open wider to the outside world, accelerate the pace of agricultural modernization and new rural construction, training and the introduction of talents, implement precise poverty alleviation measures to implement poverty to get rich.
