“One Belt and One Road”strategy will open the new era of external cooperation, it brings a rare opportunity of development to provinces and countries along the “One Belt and One Road”. Sichuan is not only connected to the Silk Road Economic Belt and the 21 st Century Maritime Silk Road, but also connected to those provinces of the Yangtze River economic belt. "One Belt and One Road" strategy remedy the disadvantages of Sichuan's geographical location, and turns it from the end into the forward, and from remote Eurasian continental region into the forefront region. The implementation of "One Belt and One Road" strategy will help Sichuan upgrading its infrastructure and promoting the development of tourism in Sichuan. In recent years, Sichuan has started building the world tourism destination by improving the international influence, so that it can attract more foreign tourists to Sichuan, it also can promote the economic development of related industries. The opportunity “One Belt and One Road”strategy bringing is very significant to the development of Sichuan inbound tourism market.We seek development opportunities of Sichuan inbound tourism market by studying a large number theoretical research of inbound tourism markets and the "One Belt and One Road" strategy document. Based on data of inbound tourism statistical nearly 10 years, we use qualitative analysis and quantitative analysis methods to analysis the general characteristics of Sichuan Inbound tourist market from the time?space and other aspects of consumption characteristics. We analysis the seasonal variation and annual variation characteristics of Sichuan Inbound Tourism from time structure. And we also analysis the spatial structure of inbound tourism flows. From the data of consumption characteristics, we conclude that the structure of inbound and outbound tourism is extensional, and the level of consumption is low.Under the background of "One Belt and One Road", we split the Sichuan tourist market into an important tourist source markets and "One Belt and One Road" tourist market. We analyzed the current situation and development requirements of both markets and proposed a development policy of Sichuan Inbound Tourism market under "One Belt and One Road" : building the world tourism destination, enhancing attraction of inbound tourism;docking "One Belt and One Road" strategy, optimizing inbound tourism environment; segmenting tourist market, increasing tourism consumption;stabilizing tourist market, extending the time of inbound;paying attention to new tourism markets, promoting sustainable development of tourism;using new media, and building of an international marketing network.
