"Bread is the staff of life. Cultivated land is the basis of bread". It is extremely important to ensure cultivated land protection red line and food security in national development strategy. It is critical that we protect grain ration farmland as protecting Panda to ensure strategy of “storing food in land”, the rice bowl of the Chinese people full of Chinese food, and guarantee China's long-term stability. There was most stringent cultivated land protection in China. These policies include dynamic equilibrium of the total cultivated land, land use planning, land use control, approval procedures for conversion of agricultural land, land development, consolidation and reclamation, the compensation regulation of cultivated land, and food subsidy policy, etc. The system based on more people and less land and lack of reserve resources of cultivated land had positive affected on cultivated land protect of China. But there are still have some problems at cultivated land protection. During 1985 to 2010, the cultivated land decrease 167.97 ×104 hm2, annual average 67.18×104 hm2 [1]. According to the survey, 80% of the illegal cases of land related to the local government. Consequently, from the perspective of practice and theory, it is necessary to evaluate performance of cultivated land protection [2] and the research results could be applied on the cultivated land protection and management of the local government.This paper has studied mainly from two aspects: government regulation mechanism and market mechanism. The performance evaluation results showed a trend from rise to decline then to rise. From 2004 to 2005, the value was a trend of decline in Bachu county. The cultivated land protection policy worked poorly in 2005 in Bachu county. The reason is imperfection of the mechanism of cultivated land protection, the weakly government's executive ability, the lack of protective consciousness, and the lack of publicity. From 2005 to 2009, the evaluated value showed a trend of fast increase in Bachu county. The passion of farmers to protect cultivated land was aroused by implementation of cultivated land compensation policy. The maximum value was 10 points in 2009. In this period the cultivated land protection was enough attention by government. From 2009 to 2010, the evaluation value had fallen significantly. Owing to national construction policy of Xinjiang and more and better investment opportunities in Bachu, there was increased demand for farmland conversion. From 2010 to 2013, the value showed the trend of rise. The value is about 8.7, the cultivated land protection policy was poor implementation. The main reasons were rapid development of urbanization the rural construction policy.By evaluated the performance of cultivated land protection policy in Bachu count, according to the present situation of social economic development, the suggestions were offered for improve efficiency of implementation of cultivated land protection. which are reforming and improving the regulation of cultivated land, controlling the amount of newly-increased farmland, organized conversion of degraded farm land into forest and grass land, building the system of cultivated protection focus on mechanism of rewards and punishments, strengthen publicity and education, building supervision measures improve the productivity of cultivated land, perfecting legal system of cultivated land protection, strengthen law enforcement and publicity, encouraging public participation, strengthen land use macro controls based on local peculiarities.
