Analysis On Poverty Reduction Effect In Poverty Areas Of Gansu Province From The Perspective Of Human Resource Development

Poverty has been an issue of concern, and the problems to be solved in the process of social development. In the era of knowledge economy, what is the main rely on poverty alleviation and development? What poor people rely on to really achieve poverty alleviation? Study and practice of human capital tells us that the fundamental way out of poverty in poverty-stricken areas is relying on the development and management of human resources. In this paper, under the guidance of the theory of human resources, human capital theory, migration theory, economic growth theory, the theory of the structure. And as the 75 poor counties in Gansu to be the samples, using literature analysis, statistical description method, and the dispersion coefficient method quantitative analysis method, based on building the evaluation system level of development of human resources to evaluate the level of human resources development 75 impoverished counties, while noting the advantages and disadvantages of their respectively. Finally, the use of quantitative analysis method to analyze the relationship between human resource development and poverty levels, and give some suggestions for the poor areas to improve the level of human resources development and eliminate poverty.The structure and main contents of this paper are as follows:The first chapter, introduction. This paper mainly introduces the research background and related concepts of human resource development and poverty. This paper briefly reviews the current situation of human resources and poverty theory research, and puts forward the research system and method of human resource poverty reduction in Gansu province.The second chapter: the analysis of the mechanism of human resources development how to eliminate poverty in Gansu province. The results showed that the number of human resources development, education level, health level, and the level of allocation and spillover effects were negatively correlated with the level of poverty.The third chapter, the situation analysis of development of human resources and poverty areas in Gansu province. Results show that in recent years the povertypopulation in Gansu Province continuously reduced, and poverty incidence will continue to decline; in the poor areas of Gansu Province has plentiful human resources, development space is larger. In the poor areas of Gansu Province of human resources education level low, the proportion of illiterate population is relatively large;in poor areas of Gansu human resources poor health and health awareness are low; the allocation of human resources in poor areas of Gansu unreasonable.The fourth chapter, the evaluation of the level of human resources development in the poor areas of Gansu province. This part constructs the index system of the evaluation of the human resources development level in the poor areas of Gansu. On the basis of this, the human resources development level of the 75 poverty-stricken counties is evaluated.The fifth chapter, the poverty reduction effect of human resources development in the poor areas of Gansu province. By constructing econometric model, the paper analyzes the effect of poverty reduction on human resources in the poor areas of Gansu Province, as well as the effect of human resources on the various dimensions of poverty reduction.The sixth chapter, conclusion and suggestion. This chapter first summarizes the main contents and conclusions of the first five chapters, and then puts forward some suggestions on the development and poverty reduction of human resources in Gansu Province Based on the conclusions.
