great poverty alleviation to develop.Poverty alleviation for tourism is an opportunity for poor areas.It can not only promote poverty alleviation in poverty-stricken areas,but also improve the living conditions of residents in poverty-stricken areas and improve the quality of residents,thereby protecting the ecological environment and promoting local economic development.As the country pays more and more attention to the poverty alleviation in the central and western regions,the poverty-stricken areas in the west,with the support of the national strategy,seize the opportunity,and the government and the residents work together to develop tourism to promote poverty.However,the effect of tourism poverty alleviation requires accurate measurement models and evaluation methods.Therefore,accurate measurement of tourism poverty alleviation effects and effective measurement tools and practical methods for relevant departments are extremely urgent.The Qinbashan area in Gansu Province is one of the main areas for poverty alleviation in China.This paper takes it as the research object,based on the theory of tourism multiplier,community participation theory and sustainable tourism theory.It mainly uses literature collation,questionnaire distribution and data analysis.And other methods.First of all,this paper refers to the evaluation system of tourism poverty alleviation effect established by the scholars in the contiguous destitute area,and combines the actual situation of the locality to determine the evaluation system of tourism poverty alleviation effect in Qinbashan area of Gansu Province from the aspects of society,economy and environment.Secondly,on the basis of the evaluation system,the questionnaire was designed and distributed,and the tourism participationof local residents was analyzed,and the attitude of local residents in poverty alleviation for tourism.In addition,in order to further measure the effect of tourism poverty alleviation in the area,based on the established evaluation system,the index data of Qinbashan area in Gansu Province was collected from 2009 to 2017.In order to ensure the scientific weight of the index weight,the methods for determining the subjective and objective weights are avoided.The shortcomings,therefore,the weight of the index combination is obtained in the way of establishing the function,and the content of each aspect is integrated.The overall analysis of tourism poverty alleviation is carried out,and the evaluation is carried out from two aspects.In addition,the residents' subjective perception of tourism poverty alleviation effect Compared with the objective tourism poverty alleviation effect obtained from data analysis.Through the calculation and evaluation of the poverty alleviation effect of tourism in Qinbashan area of Gansu Province,this paper scientifically measures the achievements of tourism poverty alleviation in the area,and analyzes the shortcomings literature,combined with the actual situation of Qinbashan area in Gansu Province,a more comprehensive and specific index system for measuring the poverty alleviation effect of tourism in this area is determined.2.Based on the existing research results,this paper mainly uses AHP-Entropy weight method to make the research more scientific.In addition,in the analysis and evaluation,this paper compares the subjective questionnaire results with the objective data conclusions,which makes the analysis more comprehensive.3.Through analysis and evaluation,it can be seen that the development of tourism is one of the effective measures to promote poverty alleviation in Qinbashan area of Gansu Province,but the comprehensive effect of tourism poverty alleviation is low;local residents participate in the tourism industry with small number but strong willingness to participate,and residents participate There are more obstacles and needs for tourism;the economic effects of tourism poverty alleviation are obvious,but the economic effects from statistical analysis of objective data are slightly larger than the economic effects of tourism povertyalleviation perceived by residents themselves;tourism poverty alleviation has promoted local Social progress,the perceived effect of residents is higher than the objective data analysis effect,especially the local residents' recognition of infrastructure construction and employment opportunities is quite high;the ecological effects brought by tourism poverty alleviation are low and the negative effects are obvious.Based on the previous analysis,the paper puts forward relevant suggestions from the four aspects of tourism poverty alleviation,economic effects,social effects and ecological effects in the Qinbashan area of Gansu Province.The research results of this paper can provide a reference for the evaluation and measurement of tourism poverty alleviation effects in Qinbashan area and other poverty-stricken areas in Gansu Province.It can also provide reference tools and evaluation methods for local tourism departments to measure tourism poverty alleviation effects,which is beneficial to measure local tourism poverty alleviation.The achievements and existing problems have made the tourism poverty alleviation work continue smoothly in the local area.
