Research On The Poverty Reduction Effect Of Financial Aid-the-poor Funds Of Key Counties For Poverty Reduction In China

Since the beginning of the civilization,human has been pursuitted the rich tirelessly.In developing countries and less developed areas,poverty population is huge,the per resources is less,poverty is deep,thus the results of Poverty alleviation is not good.Self accumulation is limited,therefore,the external aid-the-poor funds to the poor areas has very important theoretical and realistic significance.Although since the reform and opening up,China’s poverty alleviation has made remarkable progress,absolute poverty area reduced,China’s regional development imbalance,leading to the relative poverty is more prominent,especially our country destitute areas and key counties for poverty reduction alleviation work is still too heavy.Financial aid-the-poor funds is poor areas poverty alleviation work is the most important resources,whose efficiency is the key to the poor people out of poverty.This paper is composed of six chapters.The first chapter is the introduction.It mainly discusses the research background and significance,the related research review,research contents and methods,innovation and shortcomings.Second chapter,the poverty in recent years of the key counties for poverty reduction alleviation in China were analyzed.The poverty population and the incidence of poverty is decreasing in the key counties for poverty reduction,while the poverty line was adjusted in 2011,but over the past three years of poverty alleviation achievements is visible;The distribution characteristics of poverty shows large dispersion and little concentration,Poverty population gather to old revolutionary base areas,ethnic minority concentrated area,remote areas,poverty alleviation work into the crucial period that chew bones;the education level and poor health directly affects its feasible ability of self-development,affecting the labor income,must want to preserve targeted to improve training and health education;Although the poor consumption structure is improving,income gap is widening in different groups.Third chapter,this paper expounds the fiscal funds by improving the poor education and health and improve the ability of self-development,so as to shake off poverty;Comparison and analysis the similarities and differences of poverty alleviation funds of the key county of poverty alleviation in recent years,from different sources and to the different place.Fourth chapter,this paper uses the rural poverty alleviation funds source and the use of various forms of capital and its poor farmers percapita income in rural areas and the influence of the poverty rate is analyzed,recognized that the financial aid-the-poor funds play a leading role in poverty alleviation,and loans for poverty alleviation and the public works’ effect is not good;Well education training projects and agricultural projects poverty reduction effect is good,and industrial projects and infrastructure projects of poverty reduction,the effect is not obvious.Fifth chapter,conclude the key financial funding for poverty alleviation in the poverty alleviation process existing problems: financial aid-the-poor funds aimed deviatedly,spending to poor project performance,poverty alleviation projects can’t achieve goals,problems such as bad management and poor regulation.Sixth chapter,put forward the countermeasures and Suggestions to promote the development of poverty reduction,improve the precision of fiscal funds;Optimize financial aid-the-poor funds expenditure structure;To ensure that the fiscal funds to achieve goals;The accuracy of strengthen financial aid-the-poor funds management;Strict financial aid-the-poor funds evaluation regulation.
