On May 19,2015, the Premier Li Keqiang and the State Council issued the file "China Manufacturing 2025" as to deploy the stragegy of revivaling China by manufacturing. It is the first action plan of the decatal manufacturing strategy. The document states that the current new round of technological revolution and the industrial revolution overlap with China's the transformation of economic development forms. China's manufacturing industry has been pushed up to the stage of industrial upgrading and innovation:under the new economic model, China's manufacturing industry has urgent need for incentive of innovation and integration of information technology; need for development of green manufacturing system by employing renewable energy; and urgent need to optimize the industrial structure and improving the quality of the manufacturing industry.From the perspective of "developing new manufacturing model", this thesis constructed an evaluational index system; and by using the panel data, it evaluated and analyzed the overall strength of Chinese manufacturing realities and industries. It also comparated the differences among the various segments of the manufacturing sectors under the "development of new manufaturing model". The analysis not only provides scientific support for the full deployment of our manufacturing strategy, but also is important for guiding the improvement of Chinese manufacturing industrial structure, the adjustment of energy consumption structureand technological innovation.According to China's "development of new manufacturing model", this thesis established of evaluation index system from five aspects:scientific and technological innovation; quality and efficiency; energy saving and environmental protection; structural optimization and personnel use. By using the Gray Relation Projection Model FAHP-Entropy Portfolio Weighting Method, it analyzed China's manufacturing industry's overall level based on empirical analysis. It also comparative analyzed the different level of various manufacturing industry segments. The results show that:overall, from 2009 to 2013, China's manufacturing industry comprehensive level rise slightly. Among them, the level of technological innovation has shown a steady upward trend. There is a significantly increase of the level of environmental protection and energy while structural optimization level has no significant improvement. Instead, the latter has a downward trend. Low proportional declining high-tech manufacturing output and high proportional high energy-consumptional industries are two main causes of the imbalance of industrial structure, smooth without big fluctuations in The level of human use stays stable, but there are some problems such as the low quality of long-term workers, the low ratio researchers. From the sub-industry level, high-tech manufacturing, pharmaceutical manufacturing and the tobacco industry are leading the "development of new manufacturing model", while mostly high pollution, high energy consumption, manufacturing, tech industry locate at the end of the manufacturing sector under the new model. Finally, the thesis gave two pieces of recommendations to policy makers from the view point of the overall situation and the actual development of the manufacturing sub-sectors as to improve our manufacturing industry under the "development of new manufacturing model"...
