| The services of legal metrological verification play essential roles for maintaining the unification of measurement values, implementing the legal metrology and promoting the economic and social development of a country. The operation effectiveness of their quality management system would exert direct influence on the quality of their work. Therefore, it is of great practical significance to construct a comprehensive evaluation system for the effectiveness of the quality management system and build an operational control mechanism for the quality management system so as to maintain efficient operation of the quality management system for the services of legal metrological verification.The thesis, based on systematic analysis of the traditional evaluation methods and the status quo of the effectiveness evaluation of quality management system at home and abroad, proposes to evaluate the operation effectiveness of the quality management system for the service of legal metrological verification through a comprehensive evaluation method after analyzing and studying the theories related with evaluation. Firstly, construct a comprehensive evaluation index system of hierarchical structure based on practical experience and the examination requirements from JJF 1069-2012 Rules for the Examination of the Service of Legal Metrological Verification; then calculate the weights of the comprehensive evaluation index by the analytic hierarchy process method; and then build a mathematical model for the comprehensive evaluation of the effectiveness of the quality management system through fuzzy comprehensive evaluation method; Finally, conduct empirical application of the comprehensive evaluation system with concrete cases and proposes specific measures for improving the quality management system based on systems analysis of the comprehensive assessment results. This thesis provides some new thoughts and reference for the internal audit and examination of the service of legal metrological verification. |
