At present, the country vigorously develops renewable energy, especially the power industry speeds up the energy conservation and emissions reduction. Premier Li Keqiang pointed out, in the government report, that in 2015, the emissions intensity of carbon dioxide should be reduced by more than 3.1%; both chemical oxygen demand (COD) and ammonia nitrogen emissions should be reduced about 2%; emissions of sulfur dioxide and nitrogen oxide should be reduced about 3% and 5% respectively. As for the investment, clear energy will usher its development opportunity in five years. For the target of adjusting energy structure and realizing energy conservation and emissions reduction, if the wind power and photovoltaic power generation want to gradually replace the thermal power, the key point is to solve the problem of Wind Energy Curtailment, transform the thermal power assets into renewable energy.Wind power industry with high-speed development is in a critical period of management transformation. How to keep the healthy and high-speed development of enterprise through improving wind power enterprises' comprehensive management level, especially human resource management level, combining with wind power enterprise profit model, is the only way to improve the efficiency of the industry construction and operation, and also the compulsory course to promote the national industrial strategy and realize the sustainable development. The middle managers in the wind power enterprises-the head of wind power plants are the mainstay of the enterprise, bearing great responsibility in the enterprise. They are the essential key positions serving as connecting link. However, the performance assessment system, as the important system of middle managers, is in the stage of needing to be perfected urgently. Poor performance assessment system greatly impedes the improvement of organizations performance. Therefore, this paper takes the managers of wind power plant as research object, promotion of their performance improvement as research target. It makes an all-round analysis of the causes and puts forward some constructive solutions.This thesis selects one wind power enterprise (hereinafter referred to as the Company X) in some country as the empirical research object, and carries out in-depth analysis basing on the whole research idea of "questionnaire survey-problem analysis-model design-solution design-result application". First of all, a large number of real data were obtained in the form of a questionnaire survey, through which the paper analyzed the main characteristic of middle managers and the management status of the wind power enterprise, and emphatically analyzed the outstanding problems existing in the performance assessment, to lay a good foundation for later study; Secondly, using the entropy weight method, the multi-level fuzzy comprehensive evaluation method, the paper built the scientific performance assessment model of middle managers in the wind power enterprise; And then, on the basis of the performance assessment model, the paper, with X enterprises as the empirical object, organized and simulated performance assessment system, fully demonstrating the scientificity, effectiveness and feasibility of assessment model; Finally, on the basis of problem analysis and model building, the paper fully discussed the practical application of performance assessment results and safeguard mechanism of evaluation, providing effective guidance for the application of performance assessment results, and providing effective guarantee for the smooth implementation of performance appraisal. Eventually, make performance assessment be the scientific management tool for manages of the wind power plants and become their effective guarantee for the improvement performance. At the same time, the research results are expected to bring reference to the performance management of similar enterprises' middle managers.
