With the increase in population, the development of economics, the advance of the urbanization process and the booming construction of infrastructure, a great quantity of the non-agricultural circulation of farmland appear inevitable. We have to face a challenging problem, that is, how to adopt effective policies and measures to coordinate the relationship between economic development and cultivated land protection, and how to protect the limited high-quality cultivated land resources.Based on resource value theory, externality theory, the irreversible theory and the theory of sustainable use of resources, this study tries to establish a theoretical framework of economic analysis of cultivated land resources protection. Additionally, take Wuhan as an example, this paper analyzes the urging problems and causes of cultivated land resource protection, and puts forward some policy suggestions. This study includes six parts as following:Chapter1is the introduction. Firstly, it tells the research background and the significance of research. Secondly, it reviews the related studies of domestic cultivated land protection. By analyzing the experiences and methods of cultivated land protection used in developed countries and regions, it introduces primary methods about foreign cultivated land protection in six aspects, including local policies, regulations construction, economic and technological measures, ecology protection as well as education. Thirdly, it setouts research objectives, research contents and research methods of this study. Lastly, it provides the innovation and limitations.Chapter2introduces theoretical foundation. The study indicates that the arable land resource has utility and value for its scarcity by the theory of cultivated land resources value and property rights system, thus the cultivated land protection is inseparable from the system of property rights; In the externality theory of cultivated land, this study indicates that in China, cultivated land protection is directly related to food security and therefore has a strong externality; In the theory of the sustainable use of resources, the author indicates that Chinese social and economic sustainable development have been hampered by the limited and non-renewable arable land resources, the social and economic construction and the rapid development of the modernization seriously; In the theory of the irreversibility and uncertainty of cultivated land, this study discusses the uncertainty, irreversibility of in the process of farmland losses and the role of this process; In the theory of cultivated land resource heterogeneity, this study indicates that the cultivated land resource is heterogeneous in two aspects:one lies in the heterogeneity of the cultivated land in space and the other lies in the heterogeneity of soil.The framework of economic analysis of cultivated land protection is constructed in Chapter3. Firstly, the author defines the nature and extension of the definition of cultivated lands, cultivated land circulation, farmland losses and cultivated land protection. Secondly, this study presents the characteristics of cultivated land. Thirdly, this study carries out a economic analysis of the mechanism of farmland protection again. Lastly, the economics optimal solution of cultivated land circulation and cultivated land protection is discussed.Chapter4discuss the empirical evidence of mechanism of cultivated land non-agricultural circulation. First, the author elaborates the suburb profiles and the status quo of cultivated land non-agricultural conversion in demonstration area of Wuhan. Second, the specific measurement of suburban cultivated land protection in Wuhan is introduced. Additionally, it illustrates the problems in cultivated land protection of Wuhan suburban. Last, this study analyses the causes of the cultivated land protection problems.Chapter5points out policy recommendations. It include different measures by positively pursuing cultivated land reserve system, deeply saving and tapping the potential of cultivated land, strengthening follow-up management of the newly reclaimed land and innovating approaches of regulation; Increasing the dynamics of cultivated land arrangement and reclamation, changing the protective mode; Improving the quality of cultivated land and ecological environment; Building the diversification model of land requisition-compensation; Broadening the financing channels for cultivated land protection to realize the diversification of investment; Tightening the supervision of measure which key projects added cultivated land, introducing the market adjustment mechanism and implementing the protection of different spaces, and etc.Chapter6summarizes the research. The cultivated land protection is divided into two parts:one is the quantity protection and the other is the quality protection of the cultivated land with emphasis on the quantity protection; Making an economic analysis of the cultivated land protection mechanism, and inspecting the economics optimal solution of cultivated land circulation and cultivated land protection. The innovation of this study may be the empirical analysis of Wuhan suburban. However, the design of questionnaires and the depth interview need to be strengthened, which should be strengthened in further research.
