In the background of the intensified of the economic globalization, innovation of the information technology, competition advantage loss of the traditional elements, human resource management have been as the first element for developing of the organization and become an important guarantee of organizations foundation evergreen. However, what kind of human resource management mode is suitable for the development of the organization? How to choose a suitable model of human resource management for organization development? How to optimize the current management mode of human resources? These problems are placed in front of organization management.Research on human resource management at home and abroad, all kinds of human resource management mode of "a hundred flowers contend in beauty", "each one according to his lights", but most of them remain in the theoretical research, elaborated the concept stage, with little research about management practice. This thesis uses the method of content analysis, put forward the appraising model of 3D vector of human resource management. Quote the case of the changes of human resources model in recent 50 years of the enterprise China Construction Fifth Engineering Bureau that I worked in, using the methods of empirical research, questionnaire and interview, analyzed from three dimensions of the human resources planning, system design of work, system design of staff in China Construction Fifth Engineering Bureau. The experimentation results show that: the flexible matching model of strategy as the center in the third stage(2008-2016) is better than the second model of team management that regards human being as the center(2002-2007), and the second model is better than the first stage model of the administrative control that regard the things as the center(1965-2001).Finally, combining the analysis results of this thesis, there are three suggestions of the model of the human resources management for China Construction Fifth Engineering Bureau: firstly, to establish human resource strategy matching with the company's strategy,priority to infrastructure construction and overseas business, the next stage should focus on handling problem of international human resources and cultural integration. Secondly,promoting company to achieve process oriented by further promoting the application of information technology in the work, the use of big data analysis and other advanced management methods; establish human resources management mode for inner customer of all staffs, abundant human resources role of "business partners". Thirdly, paying attention to the problem of focusing on employee competency, build competency model of staff,strictly recruitment, follow-up development focus on human resources and long-term incentive problems.
