The Impacts Of Labor Transfer On Bamboo Production Efficiency

In Collective Forest Area in South China,with the advancementof the reform of collective forest rights system,family has become the subject of forestry production.Only when the farmers participate in forest management sustainability and stable,can we get the largest benefits fromeconomy,society and environment.The production efficiency is the internal power to forestry economic growth.However,in recent years,the urbanization process is accelerating and the economic of mountain areas is lagging and the phenomenon of rural labor transfer of mountainous areas is more and more popular.In order to ensure the sustainable growth of forestry economy,it is very important to study the influence of rural labor transfer on forestry production efficiency.The paper was based on household survey data in three villages and towns in Longyou County,Zhejiang Province,taking the bamboo forest as example,researching rural labor transfer and the influence on bamboo production efficiency.The main contents included: the status of rural labor transfer and bamboo production input and output and the relationship between bamboo production input-output and rural labor transfer;measuring the bamboo production efficiency by using DEA model to;analysising bamboo production efficiency under the different places and time of rural labor transfer by using Tobit model.Finally,this paper puts forward some countermeasures and suggestions.The main conclusions are as follows:(1)The rural labor transfer in Longyou county is relatively high;the overall quality of the labor who migrates is higher which leading the elderly to the main important rural forestry practitioners.(2)Difference of different types of bamboo block input is relatively large;the different places and time of rural labor transfer has obvious effect on quantity and structure of bamboo input,further,has effect on the output.(3)The mean bamboo grove comprehensive efficiency,pure technical efficiency and scale efficiency respectively 0.470,0.560 and 0.842;bamboo production efficiency is relatively low and production investment remains widely.(4)The empirical model indicates that time of non-agricultural employment has significant positive effect on Bamboo comprehensive efficiency and pure technical efficiency,but has no significant effect on the scale efficiency;compared to other types of households,composite type transfer type and remote transfer type have significant positive effect on Bamboo comprehensive technical efficiency and scale efficiency;local transfer type only has significant positive effect on the scale efficiency.
