A Study On The Cultivated Land Occupation-compensation Balance In Tianjin

The cultivated land is the most precious resource of China, on which the national food security is based. China, with its large population and little cultivated land, has to implement the strictest cultivated land protection system in the world, treating cultivated land as pandas. Meanwhile, China is promoting industrialization and urbanization. During this course, economy construction demands plenty of cultivated land. In order to solve this problem, China implements cultivated land occupation-compensation balance system, which is a remedy in nature.Tianjin is one of the provincial administrative regions with the most presure on cultivated land occupation-compensation balance. There is little reserve resources in Tianjin as the main source for cultivated land compensation, especially after yeas of reclaimation. At the same time, Tianjin is faced to multiple Development opportunities, such as collaborative development of Beijing, Tianjin and Hebei, China (Tianjin) pilot free trade zone, national independent innovation demonstration area, the Belt and Road initiative, Binhai New Area development and opening-up, etc. More cultivated land is exected to be occupied in future. As a result, it is harder for Tianjin to get cultivated land occupation-compensation balance. The price of the balance index is rising rapidly, and some major infrastructure projects also suffer heavily.All above calls for new policy. This paper following public management theories, firstly introduces the content, mechanism, effects and direction of cultivated land occupation-compensation balance of Tianjin, secondly analyses the policy performance and matters, calculates the amount of the cultivated land to occupy and predicts the ability to make compensation in Tianjin,talks on the ways to supply scarce resources, thirdly investigates and draws lessons from Shanghai, Guangdong, Zhejiang, Beijing, Chongqing and Dongying. Finally, a set of suggestions are given out including control over the source of cultivated land occupation survey on the reources of cultivated land compensation, strengthening the resposibilities of county governments, introduction of market competition, more allowance for peasants, prohibition against informal index trade. They are expected to help puclic management of Tianjin and other similar provinces as a reference.It is promoted that sustainable development idea would be applied in public management so as to handle the relationship between resources protection and development security in course of industrialization and urbanization. Tianjin as well as China should very cherish and rational use cultivated land, persist in cultivated land occupation-compensation balance system and improve it, hold the cultivated land red line firmly always.
