As a “welfare” assets of peasants,rural residential land has not only provided the guarantee for the residence and life of peasants,but also had the irreplaceable function on the stability of the rural society.In order to maintain the residence rights of peasants and guarantee the security of farmlands,China's laws prohibit the transfer of the usufruct of rural residence base.In recent years,With the development of urban economy and the quick step of urbanization in our country,rural population has continuously transferred to cities,due to the transfer constraints of homestead,the contradiction between the shortage of urban construction land and the large amounts of idle homestead has been directly triggered.In the meantime,peasants have not been able to satisfy the living guarantee function of homestead,but wish to acquire assets incomes through transfer,the ”invisible transfer” of the homestead has been very popular.In the current background,our country has started exploring the effective means to homestead,transfer,pilot work was also firstly started in Tianjin,Chongqing,Jiaxing and other places.In Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform deliberated that peasants shall be gifted with more property rights,the rural homestead system shall be improved,peasants' channel of increasing property income shall be explored,which provides the direction to the reform of homestead system.As a result,this paper studies the influential factors of homestead transfer and proposes the related recommendations,aiming at providing some reference for the reform of homestead transfer system.First of all,this paper proposes the necessity of homestead transfer,analyzes the current situations and existing problems,and specifies that homestead transfer is the necessary requirement of our country to construct the new urbanization,allocate land resources reasonably and improve the incomes of peasants.On this basis,it emphatically analyzes the factors influencing homestead transfer.According to the source of influential factors,the factors can be divided into external factors and internal factors,among which external factors also include hindrance factors and motivating factors;internal factors include the personal characteristics of peasant households,family features,etc.Then it takes Puyang,Henan Province as the example,establishes Logistics regression model to make the empirical analysis.Results demonstrate that except for external factors,peasant household's gender,age,profession,education level,family go-out population ratio,income source,the distance between homestead transfer and county,the number of families owning houses,the area of homestead and whether cultivated land transfer has happened have the significant effects on the homestead transfer desire of peasant households.Based on the analytic results,some recommendations have been proposed: respecting the aspirations of peasants,improving their scientific and independent self-decision level;eliminating the hindrance factors: specifying the property rights of homestead transfer,improving the related legal system of homestead transfer and social guarantee system;and stimulating the motivating factors: establishing the homestead transfer income distribution system and guaranteeing the rights of peasants to acquire homestead assets incomes,planning the new rural construction scientifically and creating the favorable life living environment.
